Description
This notice is being provided in accordance with FAR Parts 5.203 (b), 5.207 and 13.105. The Export-Import Bank of the United States (Ex-Im Bank), a federal agency, intends to continue its current support with Sungard Computer Services, LLC (at 505 Huntmar Park Drive, Suite 100, Herndon, VA 22070) for provision of virtual data center services on a sole source basis for an eighteen month period (October 1, 2007 through March 31, 2009). The Ex-Im Bank currently has a competitively awarded GSA FEDSIM task order in place with Sungard for these services, which expires September 30, 2007. The Ex-Im Bank seeks to continue Sungard?s support of this requirement beyond the term of this order on an open market basis under the commercial buy procedures of FAR Part 12 (f)(1) at the dollar thresholds permitted under the simplified acquisition test program for commercial items at FAR Part 13.5 (e)(2). The Ex-Im Bank is preparing to transition multiple business applications from a mid size IBM mainframe computer executing several old applications in an VM/VSE/Adabas Natural environment to internal hosting of these applications in an Intel/Java environment. The mainframe rehosting requirement is being conducted as a separate fully competed action under FAR Part 15. This transition effort, including the source selection to contract for those services, is anticipated to take eighteen months but may be completed sooner. The applications to be transitioned are critical to the daily business of the Ex-Im Bank and relate directly to EXIM Online, the Ex-Im Bank?s initiative to provide its products and services in a web based environment for greater accessibility to U.S. Exporters. Sungard also provides continuity of operations (COOP) support to Ex-Im Bank under a separate competitively awarded contract. The disaster recovery and coordination aspects of the VDC support are intertwined with Sungard?s COOP responsibilities. In consideration of the above described interdependencies, the Ex-Im Bank has determined that continuing our relationship with Sungard for VDC support until such time as those functions can be performed internally (on or before March 31, 2009) is the technical solution that provides the greatest reduction of technical and performance risk to the Ex-Im Bank.
