- The Defense Advanced Research Projects Agency (DARPA) intends to negotiate with Dr. Barbara L. Yoon, sole proprietorship, to provide guidance to the DARPA Information Processing Technology Office in the technical area referred to as EXTREME COMPUTING. DARPA believes that contracting without providing for full and open competition is justified in view of the unique qualifications of Dr. Yoon based on her prior knowledge and experience in this area. Contracting with Dr. Yoon is expected to avoid substantial duplication of costs to the Government and unreasonable delays to this program. Duration of this effort will be 9 months. All responsible sources may submit a proposal or capability statement which shall be considered by DARPA, subject to the following Numbered Notes: 1, 25, and 26.
