RFQ #DOLBOS0700001 This is a small business set side and the size standard is $13M a year. This is a request for quotes (RFQ) for office renovations including carpet replacement, patching and painting and construction per the attached Statement of Work (SOW). Price quotes must be submitted either by email to kha.binh@dol.gov or by fax to Attn: Binh Kha to 646-264-5027. Price Quotes submitted against this request are due on May 11, 2007 at 1:00PM local time. For technical questions on this RFQ, call Gary Cowan on 617.788.2807. For non-technical questions and questions regarding prevailing wage rates, call Binh Kha on 646.264.5054. A site survey for prospective offerors will be held in Room E-215 at the JFK Federal Building, Boston, MA on Friday, April 27, 2007 at 10:00AM. Copies of the SOW are available upon request from Binh Kha on 646-264-5054. This RFQ will also be posted in Room E-215. All work will be completed within U.S. Department of Labor (US DOL) space assignments located in the John F. Kennedy Federal Building (JFK FB), 25 New Sudbury Street, Boston, MA 02203. Tentative start date for any work to be completed against this RFQ is mid-June 2007 or early July 2007. Tentative completion date for all work to be completed against this RFQ is not to exceed 90 days from start date. The basis for this award is price and price related factors only. The U.S. Department of Labor (US DOL) requires contractor support to perform the tasks listed in this statement of work. The work shall be performed within DOL office space assignments at the John F. Kennedy Federal Building (JFK FB), 25 New Sudbury Street, Boston, Massachusetts. The JFK FB is owned and managed by the U.S. General Services Administration (US GSA). All written specifications and plans submitted by the contractor must be reviewed and approved by GSA prior to the commencement of any work. This includes but is not limited to acquiring the written approval of the GSA Fire Protection Engineer and the GSA Senior Property Manager of the JFK FB. All contractor staff must meet security clearance requirements as outlined by Homeland Security Presidential Directive 12 (HSPD-12) and which will be coordinated and confirmed through the U.S. Department of Homeland Security/Federal Protective Service. Copies of all trade licenses for contractors working within the JFK FB must be provided for review prior to the commencement of any work. Contractor shall provide to GSA, and maintain at their sole cost and expense throughout the project, the following insurance coverage: (i) Comprehensive General Liability Insurance for claims arising from bodily injury, personal injury and property damage occurring upon, in or about the government property on an occurrence basis with combined single limit coverage of not less than one million and 00/100 dollars ($1,000,000.00) per occurrence and two million and 00.100 dollars ($2,000,000.00) in the aggregate; and (ii) Workers’ Compensation Insurance as required by law. All such insurance shall be issued by insurers duly authorized and licensed to do business in the Commonwealth of Massachusetts. All such insurance shall provide that coverage may not be canceled without twenty (20) days prior written notice to the GSA. Certificates of Insurance evidencing such insurance policies, in a form reasonably acceptable to GSA, shall be provided prior to work commencing on the project. Contractor shall be liable for any damage to the building incurred as a result of the work being performed under this contract. If damage is incurred, DOL shall arrange for repair of the damage and deduct said amount from the balance due on this contract. Any cost incurred by GSA as a result of this project will be the sole responsibility of the contractor. Prevailing wage rates must be paid for all work performed under this award as stipulated by the Davis Bacon Act. (www.wdol.gov) Prior to award, the contractor is required to have a valid registration on file at www.ccr.gov. All materials used for this contract shall be new, unless otherwise noted. The contractor shall provide and install the following for DOL in Room E215: 1. PAINT: Patch and paint walls, two coats of paint throughout E215 space assignment. Prep and paint all walls, doors and trim, two coats of paint. Provide all paint, as specified by DOL, for walls, doors and frames. Patching and painting will be completed in phases as specified by DOL. On-site dumpster by GSA. All personal items removed by others. 2. CARPET: Remove approximately 6,000 SF of existing carpet tile. Palletize, shrink-wrap, and transport existing carpet tile to basement for disposal by GSA. Clean and flash existing wire troths as specified by DOL. Install approximately 6,000 SF of government-provided carpet tile. Provide carpet glue as required. Provide and install cove base as specified by DOL. Carpet removal and installation will be completed in phases as specified by DOL. On-site dumpster by GSA. All personal items removed by others. 3. MAILROOM RECONFIGURATION (TO ADD NEW MEETING ROOM): Build approximately 14’ of new wall; 3 5/8” metal stud, 3 ½ sound insulation; 5/8” sheet rock; tape and sand to subdivide existing mailroom, and create adjacent meeting room. New meeting room to measure approximately 14’ x 9 ½’ (follow ceiling grid). Prep and paint all walls, doors and trim, two coats of paint. Provide all paint, as specified by DOL, for walls, doors and frames. Demo existing vinyl composite tile (VCT) in area designated as meeting room. Install government-provided carpet tile in area designated as meeting room. Provide carpet glue as required. Provide and install cove base, as specified by DOL. On-site dumpster by GSA. All personal items removed by others. 4. PERMIS ROOM RECONFIGURATION: Demo three existing Permis room walls, approximately 15’ x 9’, 10’ x 9’ and 2 ½’ x 9’. Remove existing Permis room door and hardware (to be reinstalled in new MBA office). Provide and install new Permis room door with vision panel and hardware including door strike (to match new door with vision panel to be installed in Reception area, leading to Finance/Admin section). New Permis room door to have reversed swing from existing Permis room door. All door locks and hardware to match existing; all keys off of same master. Relocate existing fire extinguisher box as designated by DOL. Relocate existing emergency strobe (all electrical performed by separate contractor). Promptus 99 electronic file system to be relocated by separate contractor following demo of existing walls. Prep and paint all walls, doors and trim, two coats of paint. Provide all paint, as specified by DOL, for walls, doors and frames. Install government-provided carpet tile. Provide carpet glue as required. Provide and install cove base, as specified by DOL. On-site dumpster by GSA. All personal items removed by others. 5. HR DIRECTOR’S OFFICE: Demo three existing HR Director’s Office walls: 3’ x 9’, 6 1/2’ x 9’ and 10’ x 9’. Existing HR Director’s office door and hardware to be reused in new HR Director’s office. All door locks and hardware to match existing; all keys off of same master. Build approximately 14’ section and 5’ section of new wall; 3 5/8” metal stud, 3 ½ sound insulation; 5/8” sheet rock; tape and sand to create new HR Director’s office adjacent to existing MBA office. New HR Director’s office to measure approximately 14’ x 10 ½’ (follow ceiling grid). Prep and paint all walls, doors and trim, two coats of paint. Provide all paint, as specified by DOL, for walls, doors and frames. Install government-provided carpet tile. Provide carpet glue as required. Provide and install cove base, as specified by DOL. On-site dumpster by GSA. All personal items removed by others. 6. RECEPTION AREA: Build approximately 2’ section of new wall; 3 5/8” metal stud, 3 ½ sound insulation; 5/8” sheet rock; tape and sand to create cross-section to accommodate new doorway leading to Finance/Admin section of office. Create new doorway for existing open corridor; frame and install new doorway. Provide and install new door with vision panel and hardware including door strike (to match door with vision panel to be installed in former Permis room). All door locks and hardware to match existing; all keys off of same master. Prep and paint all walls, doors and trim, two coats of paint. Provide all paint, as specified by DOL, for walls, doors and frames. Install government-provided carpet tile. Provide carpet glue as required. Provide and install cove base, as specified by DOL. On-site dumpster by GSA. All personal items removed by others. 7. CONSTRUCT NEW MBA OFFICE: Build approximately 10’ section and 13 ½’ section of new wall; 3 5/8” metal stud, 3 ½ sound insulation; 5/8” sheet rock; tape and sand to create new MBA office adjacent to existing Contracting office. New MBA office to measure approximately 10’ x 13 ½’ (follow ceiling grid). Old Permis room door to be reinstalled in new MBA office. All door locks and hardware to match existing; all keys off of same master. Prep and paint all walls, doors and trim, two coats of paint. Provide all paint, as specified by DOL, for walls, doors and frames. Install government-provided carpet tile. Provide carpet glue as required. Provide and install cove base, as specified by DOL. On-site dumpster by GSA. All personal items removed by others. 8. DFA OFFICE DOOR RELOCATION AND WINDOW INSTALLATION: Create new doorway for existing DFA office; cut opening, frame and remove and reinstall existing door and hardware from vestibule area to office corridor area as specified by DOL. Rebuild wall facing vestibule area to close-off opening for former doorway. Reinstall existing interior 4’ x 4’ window and frame currently placed to the right of the double doors to the computer room as specified by DOL. Prep and paint all walls, doors and trim, two coats of paint. Provide all paint, as specified by DOL, for walls, doors and frames. Install government-provided carpet tile. Provide carpet glue as required. Provide and install cove base, as specified by DOL. On-site dumpster by GSA. All personal items removed by others. 9. COMPUTER ROOM RECONFIGURATION (TO ADD NEW RA’s OFFICE): Demo existing raised floor and railing. Demo existing double doors. Remove existing interior 4’ x 4’ window and frame currently placed to the right of the double doors (to be reinstalled in DFA’s office wall). Build approximately 10 ½’ of new wall; 3 5/8” metal stud, 3 ½ sound insulation; 5/8” sheet rock; tape and sand to create new RA Office on window wall. New RA office to measure approximately 18 ½’ x 13 ½’ (follow ceiling grid). Provide and install two doors as specified by DOL (one each for new RA’s office and for reduced Computer room). All door locks and hardware to match existing; all keys off of same master. Remove and reinstall existing push-button combination lock from existing computer room double doors onto new single computer room door. Prep and paint all walls, doors and trim, two coats of paint. Provide all paint, as specified by DOL, for walls, doors and frames. Provide and install VCT in reduced computer room. Install government-provided carpet tile in new RA’s office. Provide carpet glue as required. Provide and install cove base, as specified by DOL. On-site dumpster by GSA.
