- AMENDMENT 2 QUESTIONS AND ANSWERS for Solicitation SA13017RQ0019 1. Will the contractor be doing a study? No, there is no study. The contractor is to work with existing and future users to determine their needs and to suggest any solutions using Lotus Notes tools or other applications. Import Administration has over 350 employees. Requests for new Lotus Notes databases or modification of existing databases to help them meet Department strategic or performance goals, or other business goals could come from any of over 12 offices in Import administration. 2. Future requirements need to be addressed in more specific detail. Support will be needed for design, development, modification, and evaluation of applications and services that support the legislative and functional areas within the OGC and the ITA. The contractor must be able to respond to requirements for new reporting or other applications when requested by the OCG functional or legislative groups and ITA functional offices. The contractor must be able to respond to new requirements with application solutions that successfully satisfy the requirements. When required, the contractor must be able to conduct an analysis of existing programs and/or formulate logic for new systems to meet the stated requirements. 3. Will the maintenance be part of the databases created? Yes, the vendor would be responsible for maintenance of databases created or assumed in 2.1 and 2.2. 4. Technical Requirements and Operating Environment. Are these requirements that the contractor must know how to do to perform to do the job? Yes, the contractor will be expected to know how to use the applications and show that he/she can incorporate them in the solutions propose. 5. Is there an incumbent contractor performing these services? Who is the incumbent? Yes. GNS - Global Network Systems 6. Is the place of performance on DOC facilities or contractor facilities? We have flexibility, however the contractor must work at least one day a week at Commerce (HCHB) 7. Is this requirement for a single technical resource? Yes 8. Does the Contractor need to be a U.S. Citizen?
