Description
The U.S. Department of Commerce, National Institute of Standards & Technology (NIST) proposes to negotiate on a sole source basis contract under the authority of FAR 13.106-1(b)(1), with the University of Colorado for development and evaluation on electromechanical characterization of superconductors. It is essential this research take place in a close proximity so that NIST and the researchers can work closely together. The following tasks will be completed: 1. Interpret and model electromechanical data on the effect of axial strain on the critical current of Y-Ba-Cu-O coated conductors as a function of magnetic field magnitude and angle with respect to the crystalline axes. 2. Analyze low temperature superconductor data from three laboratories in terms of unified scaling parameters. 3. Deliver an original manuscript on the translation of scaling parameters between various pinning models in terms of a canonical, separable and unified parameter set. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. Based on our market research, the University of Colorado is the only source that has staff with the required knowledge, experience and skills to perform the necessary research. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Any questions regarding this notice shall be submitted in writing to Ms. Rima (e-mail preferred) before close of business July 18, 2007. Anticipated award date is July 19, 2007.
