- SOLICITATION COVER LETTER 141ST CONTRACTING SQUADRON WASHINGTON AIR NATIONAL GUARD FAIRCHILD AFB, WA 1. Attached is the Request for Proposal Number FA4479-07-T-0040, Purchase and Installation of LED clocks at McChord AFB, WA. Complete Details concerning the proper submission of proposals are contained in the Standard Form 1449, Solicitation, Contract, O rder for Commercial Items. 2. The following items represents the Proposal Package that should be returned in response to this solicitation. a. SF 1449, Solicitation, Contract, Order for Commercial Items (Signed) b. Pricing Schedule (Completed accurately) c. Representations and Certification (see 52.212-3, Offeror Representations and CertificationCommercial Items) d. Past and Present Performance Information (See Addendum to 52-212.1, Instructions to Offerors Commercial Items and Addendum to 52-212-2, Evaluation Commercial Items) (if applicable). e. Acknowledgement of SF 30, Amendment of Solicitation/Modification of Contract (if applicable) 3. PRE-PROPOSAL CONFERENCE/SITE VISIT a. A Site Visit will be conducted at WESTERN AIR DEFENSE SECTOR (WADS) at McChord AFB, WA, at 09:00 AM (PST) on July 12, 2007. All prospective offerors are urged to attend this site visit in order to obtain information regarding the project. Individuals attending the site visit are required to submit the following information to Elke Neal , Contracting Officer, by 4:00 PM, 10 Jul 2007: Name of the company, name of the individual(s) attending - name(s) should be given as they appear on their drivers li cense, the drivers license number, the issuing state of the drivers license, and date of birth. Information can be submitted by fax at (253) 512-8885 or e-mail elke.lott@ng.army.mil b. The purpose of this site visit to clarify the statement of work, terms and conditions of the solicitation and to answer questions concerning the solicitation. c. To ensure the conference is meaningful to all attendees, Offerors are requested to prepare all questions in writing prior to the scheduled date of the site visit. Representatives from the Contracting Squadron and WADS will be available to clarify que stions. d. Remarks and explanations provided at this site visit shall not qualify the terms of the solicitation and statement of work. Unless the solicitation is amended in writing, it will remain unchanged. Should an amendment be issued, normal procedures rel ating to the acknowledgement and receipt of solicitation amendments shall apply. A site visit is scheduled for Offerors to observe, on a group basis, the current operation. 4. HAND CARRIED PROPOSALS. Offerors are cautioned that McChord AFB has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass prior to entrance. SOME DELAY SHOULD BE ANTICIPATED. Offerors should a llow sufficient time to obtain a visitor pass and arrive at the depository PRIOR to the time established for receipt of offers. Late proposals will be handled in accordance with FAR 52.212-1, Instructions to offerors Commercial Items. 5. CENTRAL CONTRACTOR REGISTRATION (CCR): Offerors are advised that the contract to be awarded as a result of this solicitation requires prospective awardee to be registered in the CCR data base. Lack of registration in the CCR database will make an offe ror ineligible for award. Offerors and contractors may obtain information on registration via the Internet at http/www.ccr.gov. Offerors must fill out Representations and Certifications on the ORCA website at http://orca.bpn.gov.
