- FY07 Seed Order for Various Places The Bureau of Land Management (BLM) has seed requirements for a variety of seeds as shown herein. This procurement is established as a Request for Quotations, commercial item buy, and is set aside for Small Business. Pertinent terms and conditions for this buy are as follows: 1) The BLM shall evaluate the seed for each item number based on seed certification and lowest PLS price per pound. 2) Awards may be made on higher PLS priced certified seed versus a lower PLS priced non-certified seed. 3) Other evaluation factors include past performance. 4) Delivery date will be stated in the solicitation. 5) Offers may be made in ANY amount for the varieties specified. The total estimated amount of seed is 5,687.25 lbs.; however, BLM reserves the right to award up to 6,540.33 lbs. of seed (additional 15%) in total against any of the items listed in the schedule. 6) Based on seed availability and considerations given to seed certification, seed preference, and price the BLM will make award in any amount for each item number, adhering as closely as possible to the estimated quantities shown below for each item number. 7) Offers may be submitted for either certified seed or non-certified seed unless otherwise specified and as identified in the schedule. 8) Awarded dollar amount will be based on the bulk price per pound. 9) All seed shall be in 50 lb. bags, unless otherwise specified in the solicitation. 10) Germination for all seed will be determined by tetrazolium tests (TZ). Moisture content of all Sagebrush and Saltbush seed as delivered to the Government shall be less than or equal to 12% by weight. Moisture content of all other seed as delivered to the Government shall be less than or equal to 11% by weight. 11) Seed shall be delivered to the following locations: UNCOMPAGHRE FIELD OFFICE GLENWOOD SPRINGS FIELD OFFICE 2505 S TOWNSEND AVE 50629 HWY 6 & 24 MONTROSE, CO 81401 GLENWOOD SPRINGS, CO 81601 SAGUACHE FIELD OFFICE LITTLE SNAKE FIELD OFFICE 45625 ST HWY 114 455 EMERSON STREET SAGUACHE, COLORADO 81149 CRAIG, COLORADO 81625 Prices shall be based on delivery to the appropriate location (F.O.B. destination). 12) Award cannot be made for an item that does not conform to our minimum requirements, including PLS rating. 13) For wildland collected seed the term Certified denotes Source Identified, the term Non-Certified denotes Specified Source Origin. 14) Estimated quantities for BLM's seed requirements (items are both certified and non-certified unless otherwise noted): GRASSES Bulk Lbs. All responsible sources may submit an offer which will be considered. The solicitation may be downloaded from the IDEASEC website: http://ideasec.nbc.gov Please print the Optional Form (OF-347) and print all clauses and attachments. Offers will be due in this office on Friday, July 27, 2007 at 4:15 p.m. (local Denver time), as specified in the solicitation. Faxing Instructions: Due to the paper size of the Schedule of Items, Faxed Quote submissions will only be accepted after the Contractor has notified this office that they are faxing in a Quote. (This allows time for the proper paper to be loaded in the fax machine.) If you desire to submit the Schedule of Items electronically via the Excel spreadsheet, please E-mail the Excel Schedule of Items Spreadsheet no later than 4:15 p.m. MST, Friday, July 27, 2007 to Felicia_Trujillo@blm.gov.
