Description
The Bureau of Land Management proposes to negotiate a noncompetitive award of a purchase order with the National Council for Air and Stream Improvement (NCASI) P.O. Box 13318 Research Triangle Park, NC 27709, for the study of forest use by barred owls on BLM's Eugene, Oregon District. Work includes capture and radio-tagging of barred owls, emphasizing locations in proximity to those where spotted owls were radio-tracked from 1998-2003 and to measure detailed habitat conditions in barred owl home ranges, using variable-radius plots. From this information, a discrete-choice resource selection function (RSF) for barred owls will be developed and compared to model variables and their coefficients of a similar RSF to be developed for spotted owls in the same area. A habitat capability map for barred owls will be prepared and compared to a similar map for spotted owls in the same area along with a comparison of home range sizes for the two species. Estimated start work is July 23, 2007, and the performance period is through December 31, 2008. NCASI is uniquely qualified and is the only contractor known to possess the following qualifications necessary to meet the Bureau's requirements: 1) have specific interest and expertise in the study topic and have the ability to cost share in the study, 2) have obtained support from other public and private forest management entities in the area as study cooperators, 3) have conducted studies in this portion of the Eugene District and associated non-federal lands for over 15 years and 4) have an extensive data set on spotted owl habitat use of the area prior (1998-2003) to increases in barred owl numbers, a competitor of the spotted owl. Firms which meet the above requirements should submit their qualifications in writing specifically addressing the three criteria described above to the Contracting Officer. All responsible sources who submit a response will be considered. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses due no later than July 18, 2007 by 11:59p.m. DST.
