- PRESOLICITATION NOTICE: A1390070201, Devils Tower National Monument, Water system Rehab - Pipebursting Technique The National Park Service (NPS) is planning to award a contract for the replacement of a 4 inch cast iron waterline with a 6 inch high density polyethylene waterline using trenchless technology - pipebursting. The work shall be conducted at the Devils Tower National Monument, Devils Tower, Wyoming. A) For further information you may email: John Norway, Contracting Officer, at john_norway@nps.gov. B) Brief Description of Project Scope: The work of this contract will consist of the replacement of a 4 inch cast iron waterline with a 6 inch high density polyethylene waterline using trenchless technology - pipebursting. The work will also include replacing valves and fittings at valve vaults and replacement of a valve manhole. C) All responsible sources may submit a proposal which shall be considered by the National Park Service. Award is not restricted to small businesses. D) Estimated Price Range: Between $250,000 and $500,000. E) The request for proposals and construction documents shall be available without charge, through www.fedbizopps.gov. Work will be completed in accordance with government furnished specifications and plans. A paper solicitation will not be issued and electronic submission of contractor proposals will not be accepted. F) Pre-proposal Site Visit: Information regarding the site visit will be included in the solicitation. It is highly recommended that the Contractor visit the job site prior to submitting a proposal. G) Proposed Contract Type: Firm fixed price contract with Lump Sum pricing. H) Schedule: All dates are tentative and may change. Issue Request for Proposals: 07/17/2007; Proposal due date 08/17/2007, Award contract 08/31/2007; Issue Notice to Proceed 09/27/2007; Completion of contract performance 03/01/2008 I) Evaluation Criteria: Selection will be based on price and non-price factors and award will be made to the offeror presenting the Best Value to the Government. The Government will not accept an offer for award on the basis of superior capability without concern for the price of the offer. Factors are listed below and are considered equal in importance. **** Non-Price Factors **** 1. Past Performance: A measure of the degree to which an offeror has satisfied its customers in the past on projects of similar size, scope, and complexity. Past Performance is demonstrated by the ability to deliver high-quality, cost effective facilities in a timely manner. The NPS will evaluate past performance based on contracting references provided by offerors, the Government's knowledge of offeror's past performance, and / or references obtained from any other source. 2. Prior Experience: "Prior Experience" is differentiated from "Past Performance" in that prior experience is factual, documented, information about specific work the contractor has performed, which demonstrates their technical ability to accomplish the work. The offeror's ability to effectively manage the following project aspects, as demonstrated on projects completed within the past 5 years, will be considered in the evaluation of the following factors: Pipebursting, Waterline pipebursting and disinfection, project team, and similar project aspects such as scope, size, location, and government procedures. Offerors will be required to submit information regarding projects they have completed within the past five years. **** Price **** All evaluation factors other than price, when combined, are more important than price. NOTE: This is a Pre-Solicitation notice only. All specs, plans and materials will be made available when the Solicitation is submitted to FedBizOpps approximately 07/17/2007. No specs and plans will be provided prior to the posting of the Solicitation.
