Description
THIS IS A REQUEST FOR INFORMATION ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. This Request for Information (RFI) is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this request for information nor will the Government compensate the respondent for any cost incurred in developing the information for the Government. Any request for copies of solicitations will not be addressed since this is a request for information, not a request for proposal. It is requested that information in response to this RFI be submitted NO LATER THAN July 31, 2007 to: Commander (Code/ms 481400B562-3(POD)), Naval Air Warfare Center Aircraft Division, Highway 547, Lakehurst, NJ 08733-5033. Not responding to this RFI does not preclude participation in any future RFP. Any comments provided may or may not be included in a formal solicitation. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Respondents may provide information on any currently available product that meets the Navy??s requirements. This announcement is looking for COTS (commercial off-the-shelf) systems/equipment to satisfy the Navy interest in stores uploading/downloading in support of seabased aviation. COTS systems/equipment with the potential to be easily modified (MOTS, modified off-the-shelf) are also of interest. This announcement is not looking for ??concept refinement and/or technology development?? efforts. For candidate COTS systems/equipment determined via self assessment to be potential candidates to meet this announcement inquiry, the functions for the candidate COTS systems/equipment are: (A) interface (acquire stores from and return to) with the MHU-191 Munitions Transporter and (B) upload and download various stores in support of seabased fixed wing tactical aircraft on an open flight deck. For candidate COTS systems/equipment, please provide (1) literature covering leading particulars and (2) response to function and attribute questions for each candidate. The questions are: (1) clearly identify candidate COTS system (nomenclature), (2) COTS system interfaces with MHU-191 (yes/no), (3) COTS system can upload/download various stores in support of seabased fixed wing tactical aircraft (yes/no), (4) number of operators to use system (give no.), (5) primary power (all electric and self-charging, electric, hydraulic, give other), (6) mobility (omnidirectional or name other), (7) speed (max. in mph), (8) safe working load (lbs.), (9) can negotiate obstacles (yes/no), (10) can negotiate up to X?? step unloaded at convenient speed (give X in inches), (11) can negotiate up to D?? dia. finite length cylinder/cable loaded at convenient speed (give D inches), (12) can negotiate R?a ramp (give R degrees), (13) size of system in stowed configuration (give L?? long by W?? wide by H?? high), (14) system weight (give wgt. in lbs.), (15) system design includes fail safe operation (yes/no), and (16) system design includes deadman braking (yes/no). In addition, please provide: (17) closed environment temperature range for storage (in F degrees), (18) open environment temperature range for operation (in F degrees), (19) system is EMI hardened (yes/no), (20) system is EMI tested (yes/no), (21) system is statically stable to 15?a in all orientations in all configurations loaded and unloaded (yes/no), (22) system is dynamically stable comparable to ship motion (yes/no/unknown) and (23) static deck pressure for wheel worst case with system loaded to safe working load (give in psi). Please provide following cost information (in calendar yr. 2007 dollars): (24) unit cost, (25) unit cost for quantity buy of 200 units, and (26) life cycle cost for 200 units over 20 yrs. Last, for candidate COTS system/equipment (identified above via (1) through (26) data items), (27) does it have potential to be easily modified (self assessment) to perform function (A) (already does/yes/no)? (28) Does it have potential to be easily modified to perform function (B) (already does/yes/no)? No additional data will be provided in support of this RFI. All information in responses should be unclassified. The response format should be: data files on CD.
