Description
This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors for Disposal of Six Portal Cranes, Pearl Harbor Naval Shipyard, Oahu, Hawaii. The Contractor shall provide all labor, supervision, management, tools, materials, equipment, transportation, incidental engineering, and other items necessary to provide dismantling and disposal of six portal cranes from the Pearl Harbor Naval Shipyard (PHNSY), Dry Dock 4 (DD4) by a combination firm fixed-price and indefinite delivery-indefinite quantity contract. Waste/scrap material shall be removed from the work site as the cranes are dismantled due to limited work space. Hazardous waste encountered (i.e. lead paint chips, oil, grease, rags, asbestos, antifreeze, PCB, etc.) shall be properly packaged and labeled using Department of Transportation approved containers and turned over to a designated Government facility within the PHNSY. The Contractor shall be responsible to identify the hazardous material prior to removal to meet all Federal, State, and local requirement. The cranes are identified as P59, P63, P67, P68, P71, and P73. The cranes total weight will vary from 417,300 lbs to 1,154,800 lbs. The counterweights vary from 185,000 lbs to 400,000 lbs. Components/metal dismantled from the cranes may be taken for re-use by the Contractor. The Contractor is allowed to use portal crane P59 to support the dismantling work of other cranes, however the Contractor shall bring crane P59 into compliance standards with OSHA prior to use (crane P59 was taken out of service on 11/6/06). The counterweights and other components of the crane shall be dismantled and brought to the ground safely so that the surrounding ground area and structures are not damaged. Uncontrolled lowering of portal crane components or equipment is not allowed. Access to the dismantling work site is controlled by the PHNSY Security Office and aliens are not allowed in the area of DD4. The Contractor's Project Manager shall have relevant experience at a comparable level of responsibility in projects of similar size, scope, and complexity. The Contractor shall provide a competent person to function as the Site Safety and Health Officer (SSHO). The SSHO shall have an average of at least 24 hours of formal safety training each year for the past 5 years. In addition, the SSHO shall have competent person training for fall protection, health hazard recognition, and scaffolding. For parts of the work involving environmental concerns, the Contractor shall have a Certified Industrial Hygienist (CIH) present at the work site. DESCRIPTION OF CRANES FOR DISPOSAL: (1) Crane P59 - Star Iron 50 Long Ton Portal Crane/ Contract no. NOY 4753. Total weight 1,154,800 lbs,Concrete counter weight 382,000 lbs Star Iron. 1942. Capacity change to 30 LT when boom was extended. Long boom (20 LT @ 165 ft; 30 LT @ 145 ft). Boom and main hoist replaced 1995, Detroit Diesel 8V 93 diesel engine, generator and rectifier installed in 1998. Last in service 6 Nov 06. Beyond its economic life. Gudgeon bearings on legs C and D need replacement; (2) Crane P63 - Star Iron Capacity 50 Long Ton Portal Crane/ Contract no. NOY 5652 Total wt. 1,154,800 lbs, Concrete Counterweight 400,000 lbs Star Iron. 1942. Capacity change to 30 LT when boom was extended. Long boom (20 LT @ 165 ft; 30 LT @ 145 ft). Major problems: rotate gear box, engine changeout, extensive structural rust. Excessed. No engine, no rotate gear box. Gudgeon bearing need replacement. Awaiting disposal. Last in service 7 March 97; (3) Crane P67 - Meyerstein 50 Long Ton Portal Crane / Contract no. NOY 6257 Total wt. 1,010,000 lbs, Concrete Counterweight 290,000 lbs Meyerstein. 1945. BSDS installed. Major problems: structural rust, aux hoist OOC, whip hoist repairs. Excessed. Rotate roller are spalling. No Engine. Travel shaft bearing cap shims tend to walk out. Awaiting disposal. Last in service 29 March 03; (4) Crane P68 - Kaltenbach 25 Long Ton Portal Crane / Contract no. NOY 10593 Total wt. 417,300 lbs, Concrete Counterweight 185,000 lbs Kaltenbach. 1945. Cummins N855G engine. Major problems: truck/travel system wear, structural rusting. Whip hoist missing a sheave. Roller path and roller spalling. C-PM completed in 1999. Excessed. Awaiting disposal. Last in service 18 July 03; (5) Crane P71 - Kaltenbach 25 Long Ton Portal Crane / Contract no. NOY 10593 Total wt. 417,300 lbs, Concrete Counterweight 185,000 lbs Kaltenbach. 1945. Cummins N855G engine. Major problems: Structural rust, difficulty traversing around drydock heads, worn sheaves, asbestos boards. Roller path spalling. Awaiting disposition. Last in service 1 Sept 05. In the best condition of the excess crane; and (6) Crane P73 - Wellman 25 Long Ton Portal Crane / Contract no. NOY 8183 Total weight 1,000,000 lbs, Concrete counterweight weight unknown. Wellman Eng Co. 1944. Major problems: Structural rust, asbestos boards. Difficult to travel. Obsolete Atlas engine. Excessed Awaiting disposal. Last in service over 10 years ago. The NAICS Code for this procurement is 238910 and the annual size standard is $13 million. This is a new procurement. It does not replace an existing contract. No information exists on prior contracts. The project shall be completed within 6 months from the start of the work.
