- AMENDMENT NO. 0003 TO SOLICITATION REF NO. H60566 - DUE DATE FOR RESPONSES TO SOLICITATION IS CHANGED FROM 07/02/2007 TO 07/31/2007, 2:00 P.M. EDT. NO OTHER CHANGES ARE MADE. In accordance with FAR Part 13, Simplified Acquisition Procedures, and FAR Part 12 Commercial Items, the U.S. EPA, National Vehicle and Fuels Emission Laboratory (NVFEL), Office of Transportation and Air Quality, Assessment and Standards Division, Ann Arbor, Michigan has a requirement to purchase a UREA Dosing System to be used in Retrofit Application on a Heavy-Duty Diesel On-road Engine. The Urea Dosing System must meet, as a minimum, the following Specifications: Must have CAN-bus communication capability; dosing control unit shall be capable of - or offer an adaptor kit which allows - sending/receiving of CAN 2.0b messages via CAN bus (or a CAN bus emulator, such as LabView) for control inputs and system diagnostics. Must have stand-alone dosing and ECU-feedback capability; dosing control unit shall have the flexibility to control urea dosing in a "stand-alone" mode (where dosing is based on independent signals from mass air flow, NOx concentration, and exhaust gas temperature sensors) or in a "ECU-feedback" mode (where dosing is based on signals sent from the engine ECU via CAN bus). Must have a maximum urea dosing capacity of 5-to-10 l/hr. Must have an alarm message unit; the dosing control unit shall include a visible display with indicator lights and/or a monitor screen which provides information on the operational status of the unit (this alarm/message display may be part of the main dosing control unit or a separate unit). Must be able to deliver the complete system within 4 weeks of contract award date. Offers must include the following as evidence of successful performance of retrofit dosing units in customer applications: 1. Dosing system adapted to OEM heavy-duty truck or off-road applications with no modifications to the engine calibration or engine control unit (ECU). 2. Emission test results from equipment that complies with 40 CRF Part 1065 test procedures. 3. Multiple OEM applications currently running retrofit dosing systems and accumulating mileage (vehicles or fleets which were run as test/demonstration studies do not qualify) The North American Industry Classification Code (NAICS) is 334519, size standard of 500. The requirement is not set-a-side for small business concerns. Award will be made on a Best Value basis. The Government anticipates award of a Firm-Fixed Price type contract. All responsible sources capable of providing the required Urea Dosing System may submit a quotation which shall be considered by the Agency.
