Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source procurement with Thermo Electron Corporation, East Greenbush, NY, for the acquisition of Bio Watch Monitoring Hardware. The associated North American Industry Classification System (NAICS) code is 334516. Award will be made using the Simplified Acquisition Procedures. The required delivery date is no later than 12 weeks after award of the purchase order. The contractor shall provide the following equipment: (A) 40 Model 2800 Aerosol Sample Analysis Platform (ASAP) Systems, (B) 40 Universal Mounting Kits, (C) 120 Industrial Flash Memory Cards, (D) 16 Sonic Wind Sensors, (E) 16 Wind Sensor Mounting Kits, (F) 15 ASAP Replenisher Badges, (G) 4 ASAP Flow Adapters, (H) 4 Streamline Pro MultiCal Systems, (I) 23 Transport Cases,(J) 9 COC Modules, (K) 5,563 iBASS Cartridges, (L) 40 Warranties, (M) associated training, and (N)shipping charges. EPA believes Thermo Electron is the only vendor capable of satisfying the Agency's requirements. The equipment will be used by the EPA as a biological agent sensor within the Bio Watch network. The network was set-up by DHS, CDC, EPA, and partnering national laboratories. Thermo Electron designed and tested this hardware in collaboration with DHS and EPA, specifically for initial use in the Bio Watch program. At this time, there is no other acceptable hardware with the particular design and for the particular purpose that would satisfy the requirement of EPA and DHS, who own the Bio Watch program. The circumstances permitting Other than Full and Open Competition Justification is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any other source(s) exists and, therefore, no Request for Proposal (RFP) is available. All responsible sources may submit a bid, proposal or quotation which shall be considered by the agency.
