Reference is made to the 12 June 2007 announcement, reference number 07-21009A, inviting submission of qualifications and proposal data to develop a feasibility study on the construction of a wastewater treatment plant to serve the towns west of Salt City in the Balqa'a governorate of Jordan. This is to notify interested U.S. firms that the U.S. Trade and Development Agency (USTDA) and the Water Authority of Jordan, the project sponsor or Grantee for the project, received written request for clarification of the Request for Proposal (RFP) for the Jordan Wastewater Treatment project by U.S. companies. We are herewith providing a public response to that request, providing the same information to all potential bidders on this project. The technical questions posed by the U.S. companies as well as the Water Authority of Jordan's response are written below: Q.1: According to the RFP, the Submission Deadline is 9:00 am Local Time, July 20, 2007, which falls on a Friday, the beginning of the weekend in Jordan. Please advise if there is a new submission deadline. Would it be possible to deliver the proposal to your office before the submission deadline (during working days/hours)? A.1: New submission deadline of proposals will be on Monday 23rd of July 2007 before 12:00 Hours, Jordan local, at the same location. Q.2: Based on our work experience in Jordan, proposals tendered locally must be submitted to the General Tenders Directorate of the Ministry of Public Works. Please confirm that the proposals for this RFP must be submitted to you at your WAJ office. A.2: Proposals will be submitted as stated in the RFP, to the Tender Directorate at WAJ main offices. Q.3: The RFP provides no information on the duration of the feasibility study (FS). Can you provide any guidance on the total duration of the FS? A.3: The implementation of the proposed feasibility study should not exceed six months. Q.4: What amount of time should we assume for the review and comments/approval by WAJ of milestone deliverables (i.e., inception report, draft/final conceptual study reports, and draft/final feasibility study reports)? A.4: The review/approval period will vary for each milestone, but will generally remain between 2 - 4 weeks. This can be addressed in the contract. Q.5: Is there any limit on the total number of pages per CV? A.5: Should be maximum of 5-8 pages per CV. Q.6: Please confirm that neither the Contractor nor any of its subcontractors, US or Jordanian, selected for this FS would be precluded by the GOJ to bid on any follow-on work, including detailed design, construction, and/or construction supervision of the recommended wastewater collection and treatment solution. A.6: The Contractor will be allowed to bid for any follow-on works related to this project, except for construction (executions of works related to the projects. Q.7: The Request for Proposals defines the core team of experts: - Senior Sanitary Engineer-Team Leader - Electromechanical Engineer - GIS Expert - Quantity Surveyor/Cost Estimator - Financial Expert In our proposal, are we required to provide this exact mix of experts or can we propose an alternative mix of experts? A.7: You should provide the experts stated in the RFP. Q.8: Does the entire team of experts discussed in Question above have to be consist of all US experts, or can we deploy Jordanian experts for some of the positions? A.8: Comply with the RFP requirements, particularly what is stated in Annex 3. * * * * * End Of Addendum * * * * *
