- Sources Sought W912HY-07-S-0013 Project Title Debris Removal, for all 49 counties in Texas. This is not a Solicitation Announcement and is not a Request for Proposal and does not obligate the Government to any contract award. The purpose of this Sources Sought synopsis is to determin e interest and capability of potential qualified Small Business Administration (SBA), Certified 8 (a), Hubzone Small Business, and Service Disabled Veteran Owned Small Business firms. The North American Industry Classification Code (NAICS) applicable to t his project is 562119 (Other Waste Collection). The Small Business Size Standard is $11.5 Million and 500 employees. To make an appropriate acquisition decision for the above project, the Government will use responses to this sources sought synopsis. Pr oject Information To provide specified equipment, operators, and laborers for debris removal operations, dumpsite management, and debris reduction operations after any natural or man-made catastrophe or major disaster supported by the U.S. Army Corps of En gineers. Debris is defined as materials originating from the effects of any natural or man-made catastrophe or major disaster. Materials included are of both man-made and natural origins, and may include hazardous/toxic/radiological wastes (HTRW). Man-made debris , construction/demolition (C&D) materials includes, but is not limited to: lumber, concrete, asphalt, masonry, metals and plastics . Debris of natural origins includes, but is not limited to: all vegetative debris (grass, shrubs, stumps, and trees, inclu ding trees on houses and slide materials (clay, sand, gravel, rock, residual solids) and earth collected with the debris while loading trucks. Debris may also include electronic waste, vehicles, putrefied foods, and dead animals. Screening of debris may b e required to remove earthen material prior to reduction. The work shall consist of clearing and removing disaster generated debris as directed by the Contracting Officers Representative (COR). Including: 1) Loading the debris, 2) hauling the debris to an approved dumpsite, and 3) dumping the debris as a debris reduction site or as directed by the Contracting Officer Debris Reduction Work shall consist of providing all labor and equipment to construct an appropriate reduction site, manage the operations of the reduction site, perform debris reduction by air curtain incineration and or chipping. The contractor is responsible for final d isposal of non-burnable debris and ash residue, and to return the reduction site to original condition upon completion of reduction activities.
