Description
GENERAL: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov Paper copies of the solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Solicitation documents will be available in Microsoft Word, HTML and Adobe PDF. Specifications will be available in Adobe PDF form, and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Prospective offerors that subscribe to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. PROPOSED ISSUE DATE is July 20, 2007 TITLE OF PROJECT is "Stabilize Fort Jefferson," Dry Tortugas National Park, PMIS 070125 DESCRIPTION: The work of the proposed contract consists of the repair of the exterior scarp wall at Fort Jefferson in the following areas (1) the north and east faces of Bastion 3, Front 4, the west and northwest faces of Bastion 4, (2) Bastion 5, Front 6, and the northeast and east faces of Bastion 6, and (3) the work includes selective demolition of masonry to remove the iron Totten Shutter, armor blocks, and lintel, the installation of new Glass Fiber Reinforced Concrete (GFRC) armor block and lintel facsimiles and the associated repair and repointing of masonry. Project work will be constructed between November 2007 and November 2010. The immediate area of construction will be closed to the public; however, the contractor will be required to maintain safe public access around the fort throughout the construction process. Storage areas and contractor lay down areas will be designated by the Contracting Officer. TYPE OF PROCUREMENT: A negotiated firm-fixed price contract will be awarded. Prospective offerors shall be required to submit a technical and a price proposal for evaluation against specific evaluation factors identified in the solicitation document. The source selection will be based on the trade-off process described in the solicitation and Federal Acquisition Regulations Part 15. ESTIMATED PRICE RANGE is $1,000,000 to $5,000,000. TIME FOR COMPLETION is 1,080 calendar days. NAICS AND SIZE STANDARD are 238140 and $13.0 million. PROPOSAL RECEIPT DATE is anticipated to be 30 calendar days from date of issuance of the solicitation document. The actual date will be established at the time the solicitation document is issued. Facsimile offers shall NOT be accepted. This announcement does not constitute the solicitation. PREPROPOSAL CONFERENCE AND SITE VISIT: All prospective offerors are encouraged to visit the site located at the Dry Tortugas National Park, 70 miles west of Key West, Florida. A one-day preproposal conference and site visit will be scheduled for approximately 10 calendar days after issuance of the solicitation document with the actual date specified in the solicitation document. The preproposal conference will take place between the hours of approximately 10:00 AM to 2:30 PM. The prospective offerors will need to make their own reservations or provide their own transportation to the preproposal conference and site visit. Also, prospective offerors shall notify the Contract Specialist, Mr. Darrin Knapp, at least 3 days prior to the preproposal conference of their intent to attend and providing the names of all attendees.. CONCESSION OPERATORS PROVIDING TRANSPORTATION TO THE FORT include -- (1) SUNNY DAYS FERRY/TOUR BOAT, approximately 2 hours of travel time (one-way). Boat departs at 8:00 AM with a 7:30 AM check-in from Key West daily. Departs at 2:45 PM from Dry Tortugas National Park (DRTO). As of 04/17/2007, costs were roundtrip - $120 for an adult; $85 for children under 17 years old; $110 for seniors over 62, students, and military with identification. One-way trips in either direction were $75. Lunch was included with the cost of fare. Contact information was 800-236-7937 or 305-292-6100. (2) YANKEE FREEDOM FERRY/TOUR BOAT, approximately 2-1/2 hours of travel time (one-way). Boat departs at 8:00 AM from Key West daily. Departs at 2:30 PM from DRTO. As of 04/17/2007, costs were roundtrip - $134 for an adult; $89 for children under 16 years old; $124 for seniors over 62, students, and military with identification. One-way from Key West to Dry Tortugas was $119, and one-way from Dry Tortugas to Key West was $45. Lunch was included with the cost of fare. Contact information was 800-634-0939 or 305-294-7009. (3) SEA PLANES OF KEY WEST, approximately 40 minutes of travel time. Departing from Key West morning and afternoon. As of 04/17/2007, costs were roundtrip - $345 per person (full day); $199 per person (1/2 day). Rates were negotiable depending on frequency of travel. Items that cannot be transported on the plane include dive tanks, dive weights, dive knives, flammable liquids, gas stoves, large coolers, dogs, beach chairs and umbrellas.
