- Description: Utilities and Exhibit Rehabilitation, Independence National Historical Park, Philadelphia County, Pennsylvania. Solicitation Number: N4500070901. The Denver Service Center of the National Park Service, Department of Interior, plans to solicit proposals for Utilities and Exhibit Rehabilitation of the Deshler-Morris and Bringhurst Houses at Independence National Historical Park in Philadelphia County, Pennsylvania. The National Park Service requires a firm, fixed-price construction contract to furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of the above named project. Work includes, but is not limited to: Replacing a 40 year old HVAC system, provision of a complete fire suppression system, emergency electrical lighting, upgrade intrusion alarms, complete architectural repairs on the original wood and masonry, replace leaking roofs, provide subsurface drainage, public restrooms, accessibility ramps, structural supports, plumbing/electrical upgrades, and hazmat removal. The Bringhurst House includes remodeling one housing unit (apartment) and meeting space on the second floor. Improvements to the fire detection/suppression for both historic houses shall be in compliance with the new NFPA Standard 914. The NAICS code for this project is 236220 and the small business size standard is $31 million. The duration of the project will be 365 calendar days following notice to proceed. In accordance with FAR Subpart 36.204, the price range for this contract is between $1,000,000 and $5,000,000. This procurement will be solicited by Request for Proposal (RFP) and is subject to the provisions of Federal Acquisition Regulations (FAR) Part 15, Contracting by Negotiation. This procurement will be offered as full and open competition, although and the National Park Service encourages the participation of small business, disadvantaged, and women-owned business enterprises. A site visit may be scheduled for all interested parties with a time and date to be announced in the solicitation, Section L, clause 52.236-27 Alt 1, Site Visit (Construction). Responses will be due approximately 30 days following issuance of solicitation. It is anticipated that the solicitation will be available at http://ideasec.nbc.gov on or about July 19, 2007.
