- This is a synopsis for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes only the synopsis; a written solicitation will be posted onto NECO, (https://www.neco.navy.mil/), at a later date. The RFQ number is N00189-07-R-0034. The NAICS code is 611210 and the Small Business Standard is $6.5 million. This is a sole source action with Florida Community College Jacksonville (FCCJ) located in Jacksonville, Florida. Resultant contract will have a base period of 1 August 2007 through 31 December 2007 and will include option provisions to extend the contract to a total of 36 months. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501 (a)(1)(ii). The Accelerate to Excellence Community College Initiative (CCI) is intended as a 3- year pilot program that will provide additional education and technical training opportunities to a select group of aviation technical students in a formal A-school training environment. As the acting degree granting institution, the contractor is expected to provide support services, which includes but is not limited to: materials, supplies, and academic counseling. Furthermore, the contractor shall deliver the remaining academic course requirements in conjunction with their fall academic semester. Finally, the contractor shall provide courses in such a manner that is compatible with current military network connectivity. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotes. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. However, all information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All eligible sources may submit a quote which will be considered by FISC Norfolk Detachment Philadelphia. The Government will not pay for any information received.
