- This is a Notice of Proposed Contract Action Synopsis. There is no solicitation available at this time. Requests for a solicitation will not receive a response. This proposed Contract Action is published to notify potential sources that the Centers for Medicare and Medicaid Services (CMS) intends to award a sole source contract to the American Medical Association (AMA) for the Physician Practice Information Survey. The contract performance period is for nine (9) months. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Date posted to FedBizOpps: July 6, 2007 Date posting will close: July 23, 2007 The total value will not exceed $600,000. The AMA, under contract with the Gallup Organization, shall conduct a survey of approximately 55 physician and non-physician practitioner specialties. The survey samples selected shall be a representative of each specialty?s practice. The survey shall include several questions specifically designed to obtain practice expense, and related, information. Approximately 100 useable responses are required from each specialty. The AMA shall consult with our contractor, The Lewin Group, concerning non-physician practitioners. The AMA will supply CMS with the practice expense per hour calculation for each physician specialty. The North American Industry Classification System (NAICS) Code is 813920. The Size Standard is $6,500,000. The responses to this synopsis will be used to confirm that this is a sole source requirement. This notice is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding a contract. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this notice of proposed contract action. Contractors who believe they possess the expertise and experience shall submit technical capabilities in writing [not to exceed five (5) pages] to: Centers for Medicare & Medicaid Services ATTN: TJ McKay OAGM/MCG/Division of Medicare Support Contracts 7500 Security Boulevard, C2-21-15 Baltimore, MD 21244-1850 or electronically to: thomas.mckay@cms.hhs.gov. Voice communications will not be entertained. Responses shall be received not later than 11:00 a.m. local prevailing time, July 23, 2007. All documentation shall become the property of the Government. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to a particular acquisition approach. This synopsis should not be construed as commitment by the Government for any purpose other than market research.
