THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is 07SQ110024. The Bureau of Reclamation Snake River Area Office - has a requirement for 3 single phase 15 KVA transformers and assorted electrical components. Completed proposals are due no later than 12 noon July 13, 2007. All items shall be delivered FOB Destination to Black Canyon Dam, located at 3999 E. Black Canyon Hwy, Emmett, Idaho 83617 on or before July 23, 2007. Best combination of price, specifications and delivery date shall be considered. The NAICS code is 423610, the small business standard is 100. The resulting purchase order will be negotiated as a firm-fixed price Purchase Order. In order to comply with the debt collection improvement act of 1966, all contractors must be actively registered in the Central Contractor Registration (CCR) to be considered for an award of a Federal contract. This synopsis/ solicitations incorporate provisions and clauses in effect through Federal Acquisition Circular 2005-17. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition and is incorporated by reference. Please review the clause carefully to ensure that you are submitting all required information with your proposal. A technical description of the items offered in sufficient detail to evaluate compliance with requirements, to include product literature and warranty as applicable, shall be submitted. Offerors shall complete only paragraph (j) and (k) of the provision at 52.212-3 Offeror Representations and Certifications Commercial Items, if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website; the offeror shall complete only paragraphs (b) through (i) of this provision. Evaluation will be in accordance with FAR 52.212-2 Evaluation-Commercial Items. Award will be made to the responsible, responsive offeror whose offer will result in the lowest technically acceptable price and who can best meet the required specifications and delivery time.
