- Transparent National Institute of Justice (NIJ) Level IV Ballistic Protection. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) F3UTFP7102A100 is issued under the authority of FAR Part 13, Simplified Acquisition Procedures. NAICS code is 327211. This acquisition is issued as UNRESTRICTED and is NOT a small business set-aside, and will result in a firm fixed price contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-17 and through Department of Defense Acquisition Regulation Change Notice 20070131. It is the contractor's responsibility to be familiar with applicable clauses and provisions. The clauses and provisions referenced can be obtained at http://farsite.hill.af.mil/. Scope of Contract: The contractor shall provide transparent NIJ level IV ballistic protection for two differently sized concrete barriers (Jersey barriers). Barriers are approximately 10.25 inches wide at the top and stand 32 inches high. One barrier is approximately 120 inches in length and the other about 48 inches in length. The method in which the ballistic protection is secured to the barrier must be able to hold the protection stable and in place during 50 mile per hour winds without causing the barrier to tip over. All metal parts shall be powder coated with Desert Tan color. CLIN 0001: 5 each, Transparent NIJ Level IV Ballistic Protection; one hundred and twenty (120) inches in length and able to protect individuals that are at least 72 inches in height after it has been attached to concrete barrier mentioned above. CLIN 0002: 3 each, Transparent NIJ Level IV Ballistic Protection; forty-eight (48) inches in length and able to protect individuals that are at least 72 inches in height after it has been attached to concrete barrier mentioned above. FOB-Destination for delivery to: 386 ECONS/LGC, APO AE 09855 if shipped by Ocean Freight. FOB- Destination to 386 ECONS/LGC, Tel. 011-965-724-2725, American Gate, Ali Al Salem Air Base, Kuwait if shipped by Air Freight. Delivery shall be within 45 days of receipt of order and payment will be made upon receipt and acceptance of all items. Responsibility and Inspection: Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control (QC). The contract award will be offered to the best value offer made to the Government, considering, technical acceptability, total price and delivery. The following FAR provisions and clauses apply to this acquisition: FAR 52-212-1, Instructions to Offerors Commercial Items; 52.212-2 Evaluation of Commercial Items; the evaluation criteria stated in paragraph (a) of the provision are as follows: 1) Technical acceptability 2) Price 3) Delivery. The clause at FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, applies to this acquisition. Complete and submit only paragraph (j) of this provision if the annual representations and certificates have been completed electronically at the Online Representation and Certification Application (ORCA) website at http://orca.bpn.gov.
