Description
This notice provides the answers to the questions that have been submitted in writing since the Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO) Scott Field Office issued Amendment 0018 to Request for Proposals (RFP) HC1013-05-R-2003, for DISA?s ENCORE II Information Technology (IT) Solutions contracts on 29 June 2007. Amendment 0018 incorporated revisions to Section B that provides a revised award date. Revisions are also incorporated to Sections L and M to identify that the Subcontracting Plan submitted as part of Volume IV ? Contract Information will also be evaluated under Volume II ? Technical/Management, Subfactor 2 ? Management Solutions, Element 6 ? Small Business Plan. Information to be provided by the offerors with the acknowledgment of this amendment is contained on the second page of the Amendment. This provides answers to the questions that were received by 11:00 a.m., Central Daylight Savings Time, 9 July 2006. Questions received after this date may not be answered. ENCORE II is intended to establish multiple-award Indefinite-Delivery/Indefinite-Quantity (ID/IQ) task order type contracts capable of providing global net-centric capabilities, attributes or services that support the military services, the DoD and other Federal agencies. The ENCORE II contracts will provide net-centric solutions, including network engineering, analysis and support for the acquisition, installation, fielding, training, operation and life-cycle management of components and systems in the operational environments of Combatant Commands and their subordinate components, the military services, Defense agencies, Office of the Secretary of Defense (OSD) and other Federal agencies. This includes procurement of various products, including but not limited to, hardware, software and licenses, as applicable, when such products are incidental to the implementation of the solution, through separate task orders to satisfy IT activities at all operating levels. Areas to be supported by the contracts include Command and Control (C2), Intelligence and Mission Support Areas and to all elements of the Global Information Grid (GIG). Tasks performed under the ENCORE II contracts will include enterprise IT policy and planning, integrated solutions management, performance benchmarking, business process reengineering, requirement analysis, market research and prototyping, information and knowledge engineering, custom application development, product integration, test and evaluation, asset management, communications engineering, security engineering certification and accreditation, telecommunications support, computer-telephony integration, web services, hardware and equipment, software applications and licenses and managed services. The period of performance consists of a 5-year base period and 5 one-year option periods. Contract ceiling is $12.225 Billion. ENCORE II will also support a partial set-aside in which the Government would like to award a contract to each of the following small business categories in order to improve our goals in these areas: Women-Owned Small Business (WOSB), Service-Disabled Veteran Owned Small Business (SDVOSB) and HUBZone Small Business.
