Description
The National Institute of Environmental Health Sciences is issuing this Sources Sought Notice to determine if there is an adequate number of interested SBA certified 8(a) firms, HUBZone or Service-Disabled Veteran Owned Small Business concerns capable of providing multi-media services. These services have historically been set-aside and awarded exclusively to small business concerns. The National Institute of Environmental Health Sciences has embarked on a proactive effort to promote several new initiatives as well as the long-standing and successful bio-medical research programs. Promotional material design is underway, and many of the supporting design concepts are being created with the support of multi-media contractors. A critical component of an effective NIEHS promotional effort hinges on an in-depth understanding of the initiatives and demonstrated ability, by the multi-media contractor, for providing services and producing products that successfully communicate highly technical science and public health programs to both scientific and lay public audiences. The successful contractor will be required to adopt many of the design concepts and styles recently developed for NIEHS and its initiatives, while facilitating a progression of the ?visual identity? in promotional and branding efforts. To that end the NIEHS requires a contractor capable of providing the personnel, materials, and professional expertise to plan, analyze, and create visual solutions to communication challenges. The contractor will be tasked with finding the most effective way of conveying a message in print, electronic and film media using a variety of methods such as color, type, illustration photography animation and various print layout techniques. The broad categories of the multi-media services include: a. consultations on design or implementation of any task, b. custom photographic services using digital or film as requested, c. providing graphic design services ranging from simple line drawings to the most complex graphics, d. video projects from concept development to completion and from production to post production, e. meeting and event support to ensure the needs of planners and presenters are met regarding room setup, audio-visual support, options and associated costs and f. providing a typed monthly report to the NIEHS that includes a listing of all completed work orders, and shows final costs. Responses to this sources sought will be used by the Government to select an appropriate procurement method to fulfill the requirement above. The contract performance period will be for a base year and four one year option periods and is projected to begin on 01 October 2007. The North American Industry Classification System (NAICS) code is 541430. The business size standard is $6.5 million. Interested candidates should include the following in their response: a. Capability statement, limited to fifteen pages, detailing the qualifications and capability of the firm to complete the type of work described above. b. Identification and verification of the company as a SBA certified 8(a) firm, HUBZone small busniess, Service-disabled veteran owned small business, Small business, Veteran owned small business, Small disadvantaged business or Women-owned small business. c. The size of the business. Contractor teaming arrangements are encouraged. This sources sought synopsis should not be construed as a request for proposal from the Government.
