- Description
- The U.S. Coast Guard is setting aside RFQ HSCG80-08-Q-3FA005 as a HubZone Business concerns acquisition. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the small business standard is 1,000 employees. FAR 52.219-3, Notice of Total HUBZone Set-aside will apply, which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern or employees of other HUBZone small business concerns.The simplified acquisition will be issued as a best value Request for Quotes (RFQ), on or about July 26, 2007 via the Federal Business Opportunities (FEDBIZOPPS) web page at www.eps.gov with quotes due on or about August 16, 2007. Far Part 52.232-18 Availability of Funds applies to this solicitation. The Government reserves the right to cancel this solicitation, either before or after the quote opening/closing date. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings. The acquisition is for drydock repairs to the USCGC POMPANO (WPB-87339), a 87 foot patrol boat, at the contractors facility. The vessel homeport is Gulfport, MS. The vessel availability is for approximately forty-two (42) calendar days, starting on or about November 5, 2007. The scope of this acquisition is for drydock repairs of various items aboard the USCGC POMPANO (WPB-87339). The work will include, but is not limited to welding repairs, clean and inspect fuel and waste oil tanks, clean sewage and grey water collection and holding tanks, realign main engine reduction gear, remove, inspect, and reinstall propeller shafts, repair shaft, straighten shaft, inspect water lubricated shaft bearings, remove, inspect, and reinstall propellers, preserve transducer hull rings, overhaul and renew valves, remove, inspect, and reinstall rudder assemblies, preserve freeboard, preserve forepeak compartment, preserve RHIB wet notch deck and stern door interior surfaces, renew cathodic protection system, inspect transducer fairing, routine drydocking, provide temporary logistics, renew hatch coamings, install galley/messdeck bilge accesses, and inspect hull plating. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualifications procedures.
