The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The Contractor serves as the principal coca expert, policy advisor and coordinator for four coca eradication, coca monitoring and measurement, and coca licensing programs for NAS in Bolivia, with an approximate annual budget of $10 million. In this capacity, the advisor independently conducts cross-organizational and cross-sectoral negotiations and evaluations of programs, including coordination with Alternative Development activities of USAID, Military Group activities through deployed JPAT teams, and other USG agency and Embassy activities in the field. The Contractor is responsible for program management services including design, development, planning, implementing, monitoring, and evaluation of the four NAS projects. The incumbent develops strategic plans and policy documents in coordination with officials of the Bolivian Government, other countries, international organizations, and USG agencies, concerning the implementation of international narcotics and law enforcement project activities nationwide. In addition, the Contractor serves as the NAS Regional Director for one NAS field office and two Forward Operating Locations outside of the La Paz administrative region, including administrative oversight for all NAS-supported projects in those regions. The advisor reports directly to the NAS Deputy Director on program issues and indirectly to the NAS Director on policy issues and the NAS Management Officer on administrative issues. The advisor directly supervises 87 NAS employees, and assumes indirect responsibility for approximately 1,400 GOB employees and military conscripts. A. Description of work The contractor shall - Serve as the Embassy's principal coca expert, policy advisor, and Project Manager for three NAS-supported projects in coca eradication (the Joint Eradication Task Force and the Ecological Police) and coca measurement and monitoring (DIGPROCOCA formerly known as DIRECO); provide NAS Director, Deputy Director, and Country Team with program advice on related issues; working with counterparts, plan strategies for maximizing coca reduction despite political, social, and economic challenges; plan and develop overall program goals and objectives, then undertake their implementation, while monitoring and reporting on significant developments; evaluate program results and make mid-course adjustments; develop, implement and oversee annual project budget totaling approximately $10 million; maintain liaison with all Government of Bolivia (GOB) and Embassy officials relevant to the implementation of these projects, representing NAS in the field and at national and international meetings as required on illicit crop detection and coca eradication. Incumbent's recommendations may influence the direction of USG policy with respect to coca eradication in Bolivia. - Maintain contact and undertake authorized negotiations with local political leaders, campesino and cocalero groups, other organizations, and GOB agencies, as appropriate, to advance Mission counternarcotics (CN) and other law enforcement objectives; analyze political developments in the field; provide policy advice to Ambassador, NAS Director, and Country Team on campesino and cocalero political and social activities that impact on USG interests. - Brief high-level officials of USG, GOB and other governments and entities on issues related to projects managed, assisting in developing itineraries and in escorting official travelers, as required. - Serve as NAS liaison in the Chapare region to the Alternative Development (AD) program, providing recommendations on such goals and projects the AD program might best undertake to improve the environment for eradication/interdiction programs in the area. Coordinate with USAID regarding communities which should not receive AD because excessive drug production activities. - Serve as NAS representative outside of La Paz, acting as Regional Director for the NAS field office in Santa Cruz (with Forward Operating Locations in Chimor? and Villa Tunari), supervising administrative, warehouse, motor pool and logistical support for all NAS-supported projects outside of La Paz administrative region. Coordinate high-level USG visits to both regions, providing logistical support as needed. - Provide commodity requirements for all NAS projects supported from these Regional Offices and Forward Operating Locations, working with counterparts to review actual needs, identifying requirements that can and cannot be met locally, purchasing non-stock items de minimis nature through petty cash or initiating procurement of required items through NAS channels; manage effective end-use monitoring of all NAS-provided goods until they leave NEPA control; provide NAS with estimated annual consumption forecasts; ensure that projects are managed according to sound professional management principles and practices, meeting applicable USG regulatory standards. B. Relationships to cooperating country and U.S. Embassy officials: - The Senior Advisor directly supervises 87 NAS FSN employees and has indirect responsibility for 1,400 GOB employees in the four coca projects, two NAS field offices, and two NAS Forward Operating Locations. Contacts with Bolivian officials at the ministerial and vice ministerial level are frequent in order to conduct briefings or coordinate policy and program activities. The contractor works under the direct supervision of the NAS Deputy Director for program matters and indirect supervision of the NAS Director for policy issues and the NAS Management Officer for administrative matters. The NAS Deputy Director shall act as the Contracting Officer's Representative (COR). - The Contract Administrator shall be the Contracting Officer, U.S. Embassy, La Paz, Bolivia. - The COR is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor's performance under the contract, including acceptance of progress reports, when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at regular intervals. - In no instance, however, shall the COR be authorized to alter or modify the specifications or the Contract terms and conditions or waive the Government's requirements, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, by the Contracting Officer. C. Reports, requirements & distribution - The contractor shall prepare regular reports concerning the status of each project and shall include significant events and outline any problems, submitting these reports to the NAS Deputy Director. - The Contractor shall make additional oral and written reports to the NAS Director and Deputy Director as required. The contractor shall prepare a ?Completion of Assignment Report? which shall be a comprehensive review of the projects in which the contractor was involved. The report shall include a critique of and recommendations for the projects. The Completion of Assignment Report is due no later than 15 days prior to the expiration of this contract. D. Qualifications 1. U.S. citizen, eligible for State Department secret security clearance. 2. Bachelor's Degree from accredited educational institution, or equivalent (i.e. Associates Degree with 5 years relevant experience) in a related field such as international development, international affairs, social science, business administration, agriculture/agronomy. 3. Five years relevant overseas experience in program development and administration or law enforcement; extensive knowledge of program development, management policies and principles, and administration. 4. Knowledge of and skill in using management information systems, including word processing, spreadsheets, and general personal computer operations; knowledge of office procedures, procurement, end use monitoring, inventory, budgeting, and accounting. 5. Spanish language fluency at the S4/R4 level is mandatory. Greater fluency highly desirable. 6. Knowledge of program management policies, concepts, practices, and principles in order to analyze and develop recommendations for program operations and objectives of the U.S. International Narcotics Control Strategy. The position requires strong management, drafting, analytical, and interpersonal skills and encompasses the major elements of program management, including resource management, analysis and reporting, coordination, and policy and resource formulation and execution. 7. Knowledge of embassy organization and complex interrelated activities, as well as familiarity with programs, organization, and operations of other USG elements involved in the counternarcotics programs, to include the military, is desirable. 8. Knowledge of the political, economic, military environment of Bolivia and regional factors affecting the counternarcotics programs is required in order to conduct analysis and evaluation of the counternarcotics operations and develop alternative strategies. 9. Superior skill as a negotiator is required in order to coordinate widely divergent views with the USG, UNODC, EU, OAS/CICAD, NGOs, and host nation interlocutors. 10. Skill in applying complex fact-finding, analytical, and problem solving methods to evaluate programs and recommend appropriate course corrections. 11. Skill in oral and written communication to prepare and present complex analyses, recommendations and solutions, including reporting cables, speeches, proposals, and reports. 12. Demonstrated supervisory skills and experience in managing a large project or organization with many employees of differing skill levels and experience. Past performance evaluation of applicant's ability to perform under the contract: In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. Relocation expenses may be paid. IV.
