Description
The VAMC, Louisville Kentucky is seeking the services of a qualified Architectural Engineering (A/E) firm with specialized experience to provide A/E Design services for two (2) projects as follows: 1) Replace Air handling units, Phase 1, Project 603-08-101ES which will replace several HVAC Air Handling Systems and other components that serve critical areas such as Surgical Intensive Care unit, Medical Intensive Care unit, Mental Health Unit and others within the Medical Center. Anticipated construction budget is $1.1 Million. The estimated construction for HVAC is between $1MIL and $2MIL: 2) Electrical Deficiencies Corrections, Project 603-08-107ES to replace and/or upgrade critical electrical system components including new 480 Volt service; replacement of breakers in existing 208 volt switchgear; replace selected motor control centers; new emergency generator systems for Buildings 3, 4 and 12. Site location is 800 Zorn Avenue, Louisville, KY 40206-1499. The estimated construction range is between $2MIL and $5MIL. Selection criteria include in descending order of importance: (A) specialized experience of the firm, both prime and consultants, in design and construction of the above projects; (B) professional qualifications of the firm's staff and consultants assigned to the project; (C) experience on remodeling existing and occupied spaces specifically a Hospital/medical center; (D) geographically located within 100 miles of the Louisville VA Medical Center; (E) past experience working on VA and/or Government facilities; (F) ability of the form to begin the work with 30 days of award of the contract; and (G) demonstrated success in incorporating the use of recovered materials and achieving waste reduction and energy efficiency in the design. All interested firms are to submit two (2) recently completed Standard Form (SF) 330, A/E Qualifications, in accordance with Numbered Note 24 to the Contracting Officer shown below no later than 3:30 PM local time (Eastern Standard Time), Thursday, July 31, 2007. Solicitation VA-249-RP-0054 has been assigned and should be referenced on all correspondence regarding this announcement. THIS IS NOT A REQUEST FOR PROPOSAL. Pursuant to 38 U.S.C. 8127(i), set-aside preferences for awarding this contract will be given to small business concerns and shall be applied in the following order of priority: (1) SDVOSB, (2) VOSB, (3) Contracts awarded pursuant to Section 8(a) of the Small Busines Act (15 USC637(a)); or Section 31 of such Small Business Act (15 USC 657(a))(HUBZone); and (4) Contracts awarded pursuant to any other small business contracting preference. NAICS Code 541310 with a size standard of $4.5MIL applies to this solicitation.
