- Electronic procedure will be used for this solicitation. RSAF F-15S AMT/IAT/CMS TSREP Update ROYAL SAUDI AIR FORCE (RSAF) F-15S Aircraft Maintenance Trainer (AMT), Integrated Avionics Trainer (IAT), and RSAF Trainer Configuration Management System (CMS) Training System Re-engine Program (TSREP). This follow-on program requirement is planned for award to Battelle Memorial Institute. Contract value shall not exceed $18,000,000. A SECRET facility clearance is required for this program. The Ogden Air Logistics Center (OO-ALC), 508th Aircraft Sustainment Wing, Training Systems Division, 507 ACSS/GFLA desires the award of a contract to obtain contractor engineering support to develop and install new General Electric engine simulation models (GE 129C) to replace existing Pratt and Whitney engine models (P&W 229) in the RSAF F-15S Aircraft Maintenance Trainer (AMT) and Integrated Avionics Trainer (IAT) trainers, and to update the RSAF Configuration Management System (CMS) to reflect the design changes caused by the TSREP update. The scope of the TSREP program involves: 1) Development of new GE 129C engine models and development of the associated support/test equipment models ; 2) Installation of GE 129C engine model, and associated support equipment in one AMT system in Dhahran, Kingdom of Saudi Arabia; 4) Installation of GE 129C engine model in one IAT system in Khamis, Kingdom of Saudi Arabia; and 5) Revision of the RSAF CMS to reflect the changes to the F-15S Weapon System Trainers (WSTs), AMT, and IAT caused by the TSREP update. The CMS system consists of the Technical Data Package (TDP) and the Development / Test systems for the Weapon System Trainer (WST), AMT, and IAT. The CMS system is currently being used by Battelle to incorporate the Link 16, Fighter Data Link (FDL) Program update into the WST/IAT/AMT TDP, and will not be available to another contractor for initial Re-engine development. The RSAF AMT and IAT are in use in the Kingdom of Saudi Arabia and will not be shipped back to the CONUS to be used as a development platform for the TSREP update. WST TSREP data will be provided by Lockheed Martin Simulation Training Systems following the conclusion of their WST TSREP modifications. Interested offerors must submit the following information within 30 days from the publication date of this notice: 1. Describe your experience with development and installation of software and hardware intensive modifications into state-of-the art training devices. 2. Describe your ability to develop and incorporate software and hardware modifications into training devices, using limited development platforms, and without access to the actual device(s). 3. Describe your experience and ability to incorporate modifications into existing TDPs. Include experience with the XStream configuration management tool. 4. Describe your ability and experience updating technical orders or technical manuals. 5. Demonstrate experience in handling SECRET hardware and software, including source code. 6. Demonstrate ability to process classified information. 7. Demonstrate ability to get appropriate entrance visas for Saudi Arabia visits and performance. NAICS Code 541330 has been assigned.
