- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect throughout Federal Acquisition Cir cular 05-11. This combined synopsis/solicitation is unrestricted. The NAICS code is 483113. The requirement is for transport of cargo from Pier 8, Pusan, South Korea via sea to Inchon, South Korea, with a final destination of 121st General Hospital in Seou l, South Korea. Transportation must accommodate three pieces of equipment for movement. Two (2) pieces of equipment measure 662.5 in X 168 in X 168 in each with a weight of 55000 lbs each. The third piece of equipment measures 290.5 in X 168 in X 168 in wi th a weight of 25000 lbs. Sea transportation must provide the following: The ability to moor level to ramp level to pier utilizing ballast tanks; Covers for loads while being transported; Lashing/securing materials for the loads during transport; and Loadi ng/Unloading equipment for loads at each Port location (Pusan and Inchon). The contractor must also account for port costs, including all costs associated with entering and docking at both ports (Pusan and Inchon); Fuel / Maintenance costs for sea transpor tation; Loading / Unloading costs for cargo at each location (Pusan and Inchon); and Overland transportation costs form Inchon to final destination of 121st General Hospital in Seoul, South Korea. Performance shall begin tentatively on 13 July 2007. Offero rs must comply with the following commercial item terms and conditions: FAR 52.212-1 (Instructions to Offerors - Commercial Items). Evaluation will be made in accordance with FAR 13.106. Evaluation criteria are technical, delivery, and price. Offerors must submit a completed copy of the provision FAR 52.212-3 (Offeror Representations and Certifications - Commercial Items) unless registered at the ORCA website (https://orca.bpn.gov/). The following FAR and DFARS clauses and provisions shall apply to this sol icitation: 52.204-7 (Central Contractor Registration), 52.212-4 (Contract Terms and Conditions Commercial Items), 52.252-2 (Clauses Incorporated by Reference), 252.204-7004 Alternate A (Required Central Contractor Registration Alternate A), and 252.232-7 010 (Levies on Contract Payments). The Contractor shall comply with the FAR clauses listed in 52.212-5 (52.225-13 and 52.232-33). As per 52.252-2, the full text of a FAR or a DFARS clause may be accessed electronically at www.arnet.gov/far/. Award shall be made only to contractors who have registered with the Central Contractor Registration. If company is not registered in CC R, they may do so by going to CCR web site at www.ccr.gov. A firm fixed price award is contemplated. All quotes shall be emailed to t he contract specialist no later than 11 July 2007, 12:00 P.M. Local time.
