Description
1. GENERAL REQUIREMENTS: The contractor shall provide all labor, material, equipment, cleaning up and removal of all debris from the Depot and filling/repairing any damage to grounds generated by this contract. No asbestos containing materials (ACM) were found at this job site. If any suspect materials are encountered during this project, discontinue work in that area and contact the contract surveillance representative (CSR) assigned to this project immediately. Samples will be pulled and analyzed. 2. DETAILED REQUIREMENTS: PROCURE CONTRACT SERVICES TO REPLACE THE EXISTING MAIN STEAM EXPORT VALVE AND CONTROLS FOR BUILDING 160. THE EXISTING GLOBE VALVE IS MARKED: 659797021 CRANE 12 CAT 151 300 WBC THIS VALVE HAS AN ELECTRIC ACTUATOR, WITH A REMOTE MOUNTED CONTROL PANEL ON THE SECOND DECK OF THE POWER PLANT. IN ORDER TO MINIMIZE PLANT SERVICE DOWNTIME DURING REMOVAL AND INSTALLATION, THE NEW GLOBE VALVE MUST BE A DIRECT REPLACEMENT MATCHING THE EXISTING VALVE SPECIFICATIONS. CONTRACTOR MAY UTILIZE EXISTING CONDUIT AND CONDUCTORS, PROVIDED THEY ARE THE CORRECT SIZE FOR THE APPLICATION, ARE IN GOOD CONDITION, AND ARE APPROVED BY THE GOVERNMENT REPRESENTATIVE ASSIGNED TO THIS PROJECT. ALL ELECTRICAL MUST MEET NATIONAL ELECTRIC CODE REQUIREMENTS. IF THERE ARE ANY DISCREPANCIES THEN NEW MATERIALS SHALL BE INSTALLED. THE NEW GLOBE VALVE SHALL BE THE SAME SIZE, CATEGORY, MATERIAL, AND PRESSURE RATING AS THE EXISTING UNIT. IT MUST BE EQUIPPED WITH AN ELECTRIC ACTUATOR SUITABLE FOR 125# STEAM AT 400 DEGREES, WITH BATTERY BACK UP, AND AN AUTOMATIC DECLUTCHING HANDWHEEL OPERATING MECHANISM. THE NEW CONTROL PANEL WILL BE MOUNTED IN THE SAME LOCATION AS THE EXISTING BOX, AND HAVE PUSH BUTTONS FOR OPEN, SHUT AND STOP. THERE SHALL BE POSITION INDICATOR LIGHTS FOR THE OPEN AND SHUT POSITIONS, AND POSITION INDICATORS FOR 1/4 , 1/2, AND 3/4 OPEN POSITIONS. THESE MAY BE ELECTRIC OR MECHANICAL. THE BATTERY BACK UP SYSTEM SHALL BE CONFIGURED TO OPERATE AND MAINTAIN CONTROL FUNCTION FOR A MINIMUM OF 45 MINUTES, AND CYCLE THE VALVE FOR FOUR(4) COMPLETE CYCLES. IT SHALL BE EQUIPPED TO MAINTAIN THE BATTERY IN A CHARGED CONDITION AND BE ABLE TO PROTECT THE SYSTEM FROM POWER IRREGULARITIES SUCH AS SPIKES, SAGS ETC. THE BATTERY BACK UP SYSTEM WILL BE MOUNTED REMOTELY IN AN ADJOINING ROOM. NEW CONDUIT AND CONDUCTORS SHALL BE INSTALLED BY THE CONTRACTOR FOR THE BATTERY BACK UP SYSTEM. THE ELECTRIC ACTUATOR SHALL BE PROTECTED FROM OVER TRAVEL BY ADJUSTABLE LIMIT SWITCHES, AND SHALL BE EQUIPPED WITH A REVERSING STARTER INTEGRAL TO THE ACTUATOR SWITCH COMPARTMENT. THERE SHALL BE NO SPOOL PIECES OR MODIFICATIONS TO EXISTING PIPING ALLOWED, WHEN INSTALLING THE NEW VALVE. ALL FLANGE FASTENERS WILL BE REPLACED BY NEW HEAT TREATED FASTENERS, B-16, OR BETTER. NEW HIGH TEMPERATURE GASKETS WILL BE SUPPLIED AND INSTALLED BY THE CONTRACTOR. VALVE PACKING SHALL BE FOR HIGH TEMPERATURE STEAM APPLICATION. THE CONTRACTOR SHALL MAKE AVAILABLE TO THE POWER HOUSE SUPERVISOR ANY OF THE EXISTING MATERIALS REMOVED DURING THIS PROJECT, AND DISPOSE OF ALL REMAINING ITEMS NOT RETAINED BY THE PLANT SUPERVISOR. CLARIFACATIONS TO SCOPE: A SITE SPECIFIC SAFETY PLAN WILL BE REQUIRED. ALL WORK, BOTH PARTS AND LABOR, INCLUDING TRANSPORTATION TO AND FROM THE JOB SITE, SHALL BE GUARANTEED FOR A PERIOD OF ONE YEAR FROM THE DATE THE EQUIPMENT IS TURNED OVER TO PLANT PERSONNEL. A SITE VISIT IS SCHEDULED FOR JULY 16, 2007 AT BUILDING 852, MARINE CORPS RECRUIT DEPOT, PARRIS ISLAND, S.C. AT 9:00 AM. ALL QUESTIONS AND CLARIFICATION ISSUES SHALL BE SUBMITTED IN WRITING FOR RESOLUTION. This Synopsis is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. The Government intends to issue the entire solicitation on 9 July 2007. The solicitation will be available for viewing and downloading at www.esol.navfac.navy.mil.
