Description
NASA/KSC has a requirement for 1) FingerRoll Livescan Desktop System with FBI Configuration, Cross Match LSCAN GUARDIAN Scanner with Auto Capture and Rolls (Quantity=3 each) 2) FingerRoll Livescan Laptop System with FBI Configuration,Cross Match LSCAN GUARDIAN Scanner with Auto Capture and Rolls (Quantity=1 each) 3) Enhanced 10 Print Livescan Support; Parts Cross Shipment Replacements, Software updates, and unlimited telephone support (Quantity=4) 4) Project Management Support to coordinate networking of Store and Forward Server to KSC LAN for receipt of BAS records and new livescan records. (20 days) 5) Installation, Testing, Training (Quantity=1) 6) Custom livescan web queues for receiving EFT's for remote livescans. (Quantity= 23 days) 7) Maxtor Shared Storage Drive II- NAS Server (Quantity=1 each) NASA/KSC intends to purchase the items from ID Networks, Inc because the software programs currently used were developed by ID Networks to meet the FBI criteria for direct submission of fingerprints. The new fingerprint systems are required to be compatible with the hardware and software with the current workstations. The systems and workstations all operate on the same software that was developed by ID Networks. Fingerprint systems from any other company will use a different software program that may or may not be compatible with the current software. The cost of retraining operators on another manufacture?s system and software, testing the compatibility and procuring a maintenance contract with another company would duplicate costs to the Government that are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 7/24/07. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
