- NASA/LaRC has a requirement for Pulsed YAG Laser, Matching Pulsed Dye Laser, and Associated Hardware for ultra-violet light generation. The components are as follows: (1) Cobra-Stretch, Part No. CSTR-G-24-US; (1) Main Amplifier, Part No. CSTR-AMP-US; (1) Double Wavelength pumping Option, Part No. CSTR-DW; (1) Sum Frequency Mixing with YAG third harmonic for generation of laser radiation at wavelengths from 216 nm to 241 nm, Part No. SFM-355; (1) BBO doubling crystal, Part No. SHG-250; (1) Compensator for BBO crystal, Part No. C-BBO; (1) Double bandwidth option for resonator, Part No. DBO; (1) Upgrade WS-2 in the SFM-355 to WS-4, Part No. NS-Sirah; (1) Oscillator/Amplifier Nd:YAG laser, Part No. PRO-250-10; (1) Injection seeder for LAB and PRO series laser systems, Part No. 6350-1; (1) Double pulse option for all Quanta Ray pulsed Nd:YAG laser systems, Part No. DPO-1; (1) High efficiency, angle tuned, temperature stabilized harmonic generator, Part No. HG-4B; (1) Pair of mounted 532 nm dichroic beam splitters, Part No. HIS-532, (1) Pair of mounted 355 nm dichroic beam splitters, Part No. HIS-355, and (1) Water-cooled beam dump for internal use in Quanta-Ray pulsed Nd:YAG lasers, Part No. BD-6. This pulsed YAG laser and matching pulsed dye laser and associated hardware is required for laser-induced fluorescence experiments for the NASA Hypersonics program, the Orion Crew Exploration Vehicle program and the NASA Engineering and Safety Center. These systems will be used for combustion studies and studying external aerodynamic hypersonic flows and are designed to work in conjunction with existing planar laser-induced fluorescence measuring systems. The required components must work in parallel with existing units, simultaneously, and operate in an identical fashion to maintain test reliability and to perform two-laser, two-camera thermometry experiments which require two identical lasers. NASA/LaRC intends to purchase the items from Newport Corporation, Irvine, CA, who is the only known responsible source. To acquire comparable equipment from any other vendor would result in equipment incompatibility, thus leading to additional costs and scheduling delays, and would result in unacceptable errors in temperature measurements. Authority for the Justification for Other Than Full and Open Competition is provided by FAR 6.302-1 - Only one responsible source and FAR 13.5 Test Program for Certain Commercial Items (PL 104-106, Section 4202 of the Clinger-Cohen Act of 1996 as amended by PL 109-163, Section 1443 of the FY 2006 National Defense Authorization Act). This authority is available for use in acquiring commercial items not exceeding $5.5 million. Newport Corporation is the only responsible source and no other supplies or services will satisfy Agency requirements under the authority 10 U.S.C. 2304 (c)(1). The Government intends to acquire a commercial item using FAR Part 12 and Part 13.5, Test Program for Certain Commercial Items. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 20, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
