- This is a combined synopsis/solicitation for a commercial item prepared in accordance with FAR Subparts 12.6 and 13.3 and supplemented with additional information in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect under Federal Acquisition Circular 05-17. Provisions and clauses may be downloaded at http://www.farsite.hill.af.mil. It is the responsibility of the offeror to be familiar with all applicable clauses and provisions. This requirement is 100% set aside for small business concrns (SBC). The NAICS code is 334310 and the size standard is 750 employees or less. This acquisition will result in a firm fixed price type contract. The Government requires 815 each Maritime Eagle Headsets /w/ Impulse Radio Connection (flat PTT, AN/PRC-148 compatible) OR EQUAL. To be considered an equal product, the following specifications apply: Humidity and Environment ? must meet MIL-STD-810F; Immersion ? minimum of 25 meters of salt water for 2 hours; Audio/Mic Frequency ? 300 to 3300 Hz; Audio acoustical output - >87db SPL at 1.5 cm from speaker when a 5V PTP 1 Khz tome applied; Current ? No more than 2mA of current from the radio; Color ? black; Controls ? Open PTT switch; Drop test ? not less than 5 times from 1 meter onto concrete; Operating Temperature - -30C to +60C. Offerors proposing an equal item shall provide product literature, cut sheets, and any other information deemed necessary to evaluate the item being proposed (see FAR clause 52.211-6). The Government will evaluate each item offered as an equal product by comparing the information provided to the specifications and capabilities of the Maritime Eagle Headset /w/ Impulse Radio Connection and make a determination as to whether or not that item is an equal product. No partial shipments authorized. Items are required in order to meet deployment cycles. Consequently, the Government requests pricing for delivery of all items within 60 days of award. Quote shall be FOB destination to Fort Bragg, North Carolina. The following Federal Acuisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses are hereby incorporated by refeence into this procurement action. FAR 52.204-7, Central Contractor Registration FAR 52.211-6, Brand Name or Equal (Aug 1999) FAR 52.211-8 Alt II, Time of Delivery with the following clauses addenda to paragraph (b), The Government requires delivery of all items to be made not later than 60 days following receipt of a written notice of award. FAR 52.212-1, Instructions to Offerors-Commercial Items. FAR 52.212-2, Evaluation-Commercial Items, is applicable to this requirement with the following clause addenda to paragraph (a). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the soliciation, will be most advantageous to the Government, price and delivery considered. The following factors shall be used to evaluate offers that have been determined to meet the specifications identified above. (1) Delivery and (1) Price. Delivery. Offers will be evaluated for ability to meet the delivery schedule. Delivery is defined as the capacity and affirmation to conform to, or exceed, the required delivery date (RDD) of this solicitation. Alternate delivery schedules that improve the RDD will be considered. Offerors shall state when they can deliver all quantities in a single shipment. Price. Offers will be evaluated for price. Amendments, if any, will be published on FedBizOpps at http://www.fedbizopps.gov/. It is the responsibility of the offeror to review the website for any changes or amendments to this RFQ. Offerors must be registered in Central Contractor Registration (CCR) prior to award. Offers must be received by 2:00 PM EST, 20 Jul 07.
