Description
Description Synopsis, The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Detention and Removal Operations (DRO), will issue a solicitation for a full and open competitive procurement to provide Full Service Case Management with Electronic Monitoring Devices support to the Alternative to Detention (ATD) Enhanced Supervision/Reporting (ESR) Program. The Alternatives to Detention Unit within ICE/DRO supervises aliens who are not detained in DHS custody. Congress has specifically earmarked funding for ATD programs as one way of addressing the multitude of issues associated with illegal immigration and detention space issues. To improve ATD functions, the ATD unit must implement contractor case management tasks to focus on home and office visits, electronic monitoring programs, and the acquisition of travel documents for departure from the United States. The DHS/ICE/DRO Alternatives to Detention Unit is currently exploring new case management services and supervision technologies that can encompass DRO requirements, yet remain flexible in the selection and frequency of those services. Services shall include monitoring and reporting program compliance, including positive and negative program termination, absconder rates, appearance at immigration hearings, and length of time in program modules and provide a cost effective solution versus secure detention to provide progressive supervision for aliens who are released from ICE custody to the community. The supervision technologies are to include, but are not limited to, non-removable bracelets using radio frequency (RF) or GPS (active and passive) that operate either over landline or cellular technology, and multi-lingual telephonic reporting. The Government intends to award a Fixed-Rate, Indefinite Delivery Indefinite Quantity (IDIQ) contract. The contract resulting from this announcement will be a three (3) year contract. The estimated value of this contract is $50,000,000 for the three (3) year period of performance. The Request for Proposal (RFP) # HSCEOP-07-R-00033 is anticipated to be released on or about July 25, 2007. Interested parties will be able to find the RFP, amendments, and other information related to this procurement on Fedbizopps website at http://www.fedbizopps.gov/. Award will be made on a best value basis. Regardless of the competitive nature of the award, the contract awarded must be technically acceptable and meet cost reasonableness standards.
