Description
THIS SOLICITATION HAS BEEN SET ASIDE FOR VETERAN-OWED SMALL BUSINESSES. THIS PRE-SOLICIATION NOTICE HAS BEEN MODIFIED TO CHANGE THE NUMBER OF PRE-PLACED CRYPTS AND TO INCLUDE BID ALTERNATES. PRE-SOLICIATION NOTICE FOR DESIGN BUILD UP TO 4000 CRYPTS AT THE SAN JOAQUIN VALLEY NATIONAL CEMETERY LOCATED IN MERCED COUNTY IN GUSTINE, CALIFORNIA. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786A-07-IB-0054 for the following: Contractor shall provide all labor, materials, tools and equipment for a design-build construction project for the installation of 2,000 pre-placed crypts and other associated infrastructures as base bid. As Bid Add Alternate One, addition 500 pre-placed crypts As Bid Add Alternate Two, addition 500 pre-placed crypts As Bid Add Alternate Three, addition 500 pre-placed crypts As Bid Add Alternate Four, addition 500 pre-placed crypts An engineered drainage field will be installed under the pre-placed crypts. The entire crypt area will be irrigated with a head-to-head pop-up irrigation system. The irrigation system shall allow for future expansion. The contractor shall construct a watering station meeting National Cemetery Administration (NCA) standards. Monuments shall be installed on an identical grid layout as required by NCA and will be of standard dimensions as described in the drawing and specifications after the crypts have been installed. Landscaping shall be provided for aesthetic s, as well as, to prevent erosion. Contractor shall remove all damage caused by construction. The contractor will build, maintain a construction access road if applicable. Construction vehicles are to be minimized on existing cemetery roads. The contractor shall be responsible for the maintenance of turf and landscape until acceptance and proper disposal of all construction waste, debris and other materials. NO FUTURE AWARDS CAN BE MADE TO VETERAN OWNED COMPANIES WHICH HAVE NOT BEEN REGISTERED AND THEIR VETERAN STATUS VERIFIED. CONTRACT DURATION: Performance period is approximately 365 calendar days from date of receipt of Notice To Proceed. NACIS CODE: 237990 METHOD OF AWARD: THIS SOLICITATION IS SET-ASIDE FOR VETERAN-OWNED SMALL BUSINESSES. THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT. Award will be made on a competitive basis to a responsible concern responding to this solicitation. Subcontracting plans are not required for small business concerns in accordance with the Federal Acquisition Regulations (FAR). OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Invitation for Bid (IFB) details and specifications may be accessed via FedBizOpps at http://www.fedbizopps.gov. The solicitation material and drawings (hard copy) are to be requested via electronic mail Ms. Lenora Stephens, Contracting Officer under the title heading "San Joaquin Valley (Crypts) - [Indicate drawing only or Solicitation and Drawings]" to lenora.stephens@va.gov. AFTER THE SOLICITATION NOTICE HAS BEEN POSTED IN FEDBIZOPPS AND A CASHIER'S CHECK OR MONEY ORDER IN THE AMOUNT OF $45 MADE OUT TO THE "DEPARTMENT OF VETERANS AFFAIRS" HAS BEEN RECEIVED. A COPY OF WHAT YOU REQUESTED WILL BE SHIPPED TO YOU VIA FEDERAL EXPRESS. PLEASE DO NOT PROVIDE POST OFFICE BOXES. No telephone requests will be accepted. The solicitation and drawings will not be released any sooner than the day the solicitation is posted. BID GUARANTEE: A bid guarantee is required in an amount not less than 20 percent of the bid price but shall not exceed $3,000,000. Failure to furnish the required bid guarantee in the proper form and amount, by the time set for opening of bids, will require rejection of the bid in all cases except those listed in FAR 28.101-4, and may be cause for rejection even then. SHOULD A CORPORATE BOND BE SUBMITTED ALL BONDS FOR FEDERAL CONTRACTORS MUST BE REGISTERED ON TREASURY'S WEBSITE OR THEY WILL BE REJECTED.
