- This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote; solicitation number is H92244-07-T-0060, and a firm fixed price contract is contemplated. All responsible sources may submit a quote which shall be considered by the agency. The Naval Special Warfare Development Group (NSWDG) has a requirement to procure a Long Range Wire Diagnostic Tool with an accessory kit as identified in Contract Line Item Number (CLIN) 0001 and CLIN 0002. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2004-17, effective 14 June 2007. This procurement is 100% small business set-aside. The North American Industrial Classification Code (NAICS) 334290 applies to this procurement. The Defense Priorities and Allocations System (DPAS) and assigned rating for this procurement is DO-C9. Section B Schedule of Supplies and Services CLIN 0001 BRAND NAME OR EQUAL P/N LRWDT-1 Long Range Wire Diagnostic Tool (Manufacturer Detica, Inc.) with a description this tool is used to carry out diagnostics during manual neutralization phases without the requirement to cut large holes and a large modular tool whose length can be increased by adding the included extension pieces. It requires only a 10mm hole in which it can retrieve, manipulate and cut wires and components within an item from outside. It is modular in design and allows for quick and easy assembly. All parts break down so that it can be stored in small pouches. It consists of a non-conductive coating so as not to allow for component grounding and discharging of electricity. The following factors shall be used to evaluate offers: price and delivery schedule (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. All questions concerning this procurement, either technical or contractual must be submitted in writing to the Contracting Office. No direct discussion between the technical representative and a prospective offeror will be conducted unless it is deemed necessary by the Contracting Officer. The offeror agrees to hold the prices in its quote firm for 90 calendar days from the date specified for receipt of quotes.
