- Design and construct Centralized Wash Facility, Fort Bliss, Texas. The Contract Specialist for this solicitation will be Barbara J. Giddens, 817-886-1065 or by e-mail at barbara.j.giddens@swf02.usace.army.mil. Project will consist of the contractor furnishing all design, layout, topographical and geotechnical survey, plant, labor, supervision, quality control, material, equipment, machines, tools, services, supplies, and incidentals and of performing all operations in connection with the construction of a new Centralized Vehicle Wash Facility and wash water management system from the ground up. Work consists of site preparation, construction of pavements and hardstands, new permanent control building, site utilities, building systems including HVAC, p lumbing, electrical, communication, wash water treatment and storage components , pumping, and piping, and landscaping. Labor disciplines include but are not necessarily limited to; skilled and unskilled laborers, concrete form setters, concrete finishers , carpenters, plumbers, electricians, air conditioning mechanics, sheet metal workers, asphalt pavement workers, masons, glazers, roofers, heavy equipment operators, truck drivers, structural steel welders, painters, and concrete workers and finishers, and landscapers NAICS Code is 236210. Small Business Size Standard is $31 Million. Estimated Construction Cost Range is $5,000,000 & $10,000,000. The estimated construction time is 540 calendar days; including design development. UNRESTRICTED Solicitation W91 26G-07-R-0015 will be issued on or about 2 April 2007, with proposals due on or about 3 May 2007 (unless otherwise stated in the solicitation). This contract will be based on best value to the Government, which may or may not result in accepting the lowest priced offer. There will be no public bid opening. It is anticipated that when combined, the evaluation factors will be approximately equal to cost or price. HUBZone price evaluation preference will be applied to all qualified HUBZone small business conce rns, provided that the HUBZone concern has not waived their evaluation preference and their price proposal is not more than 10% above the lowest large business concerns price. Plans and specifications will not be provided in a hard paper copy. This solic itation will be issued via Internet only. Notification of amendments shall be made via Internet only, as well. It is therefore the contractors responsibility to check the following address daily for any posted changes to this solicitation. For security rea sons, all technical and engineering data related to this solicitation will be distributed using the Federal Technical Data Solutions (FedTeDS) system. The Fort Worth District FY07 Subcontracting Targets (expressed as a p ercentage of the contractors total planned subcontract amount) are as follows: Small Business 51.2%; Small Disadvantaged Business 8.8%; Women-Owned Small Business 7.3%; HUBZone Small Business 3.1%, and Service-Disabled Veteran-Owned Small Business 1.5%.
