Description
Sole Sources Award Short-Term Technical Services for the Asia Region Under the authority of FAR 6.302-1, The United States Department of Agriculture, Agricultural Research Service intends to award a sole source procurement to Martha Mummey, for technical assistance with developing cooperative research programs on high priority agriculture animal diseases with Indonesia, Philippines and Pakistan. Ms. Mummey is the only vendor available with the required solid mixture of field experience in the region including established contacts; knowledge of the specific ARS research programs involved; a familiarity with U.S. foreign policy; and essential knowledge necessary in understanding and diplomatically representing ARS interests while advising OIRP staff on issues ranging from programmatic to technical. The anticipated award date July 16, 2007. TASKS The contractor shall: 1. Facilitate the establishments of three research projects and three Specific Cooperative Agreement (SCA) between Agricultural Research Service scientists and researchers in South East Asia countries and Pakistan on animal disease research that is funded by the Biosecurity Engagement Program (BEP) at the Department of State. The deliverables are due on September 30, 2007. 2. Coordinate and prepare update reports for the upcoming October 26, 2007 Joint Working Group (JWG) meeting with the Ministry of Science and Technology-China in the following areas: a. agricultural biotechnology; b. natural resource management; c. dairy production; d. food safety; e. agricultural products processing; and f. water-saving agricultural technology. 3. Serve as the Point-of-Contact for the Office of International Research Programs (OIRP) to coordinate and facilitate the JWG meeting with REE office Under Secretary, Chinese delegates and USDA relevant agencies. 4. Assist in coordination of the Panel Discussion on Bioenergy Research Collaborations between REE agencies and China following the JWG formal session. 5. Assist the coordination of ARS-Rural Development Administration (RDA), Korea annual strategic planning meeting and Korea and U.S. Partnering Symposium, which will be held in October 2007. 6. Administers the renewal of the USDA-MOST Protocol with China and the ARS- RDA MOU with Korea. Period of Performance: August 1, 2007 ? November 30, 2007 The tasks outlined above will be predominantly at the contractor?s home location with the exception of the specified meetings in Washington, DC, Asia and other overseas locations, as necessary for execution of the above tasks. This will entail both domestic and international travel. Deliverables: Task #1. Due September 30, 2007. Payment Terms: The contractor will submit an invoice monthly.
