Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The requisition number is NWWE9300-7-12435 and this solicitation is being issued as a request for quotation (RFQ). This requirement is solicited as unrestricted. The United States Department of Commerce, National Oceanic and Atmospheric Administration, (NOAA) National Weather Service, (NWS) Office of Science and Technology, (OS&T) has a requirement to acquire training in the area of Service Oriented Architecture (SOA). Presently several major NWS systems are in various stages of evolution toward SOA. The NWS seeks to provide SOA training to its staff members with responsibility for these systems. The training is intended to provide staff with SOA knowledge and experience relevant to current and future SOA related system development and evolution activities. As described in the attached Statement of Objectives (SOO) this SOA training will include both generic and custom-tailored content for the NWS. Also attached is the evaluation criteria and weight determination. The technical proposal will be point scored. The technical evaluation factors consist of the syllabus content of general and NWS related SOA material, corporate experience, instructor?s experience and past performance. The syllabus content and instructor?s experience is more important than corporate experience and past performance. All technical factors are more important than price. The price proposal will not be point scored but evaluated for reasonableness and if necessary price realism analysis will be applied. This will be evaluated as a best value requirement. The Government anticipates award of a firm fixed price purchase order for this requirement. The provisions and clauses in effect are hereby incorporated through Federal Acquisition Circular 2005-17. The NAICS code for this procurement is 611420.
