Description
This publication serves as notice of intent to procure services for the Department of Commerce(DOC), National Oceanic & Atmospheric Administration (NOAA), Southwest Fisheries Science Center, located in La Jolla, CA on a sole source basis with Sea Technology Services (STS) in accordance with the authority of 41 U.S.C. 253 ( c)(1) only one responsible source. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Under proposed contract, STS will develop, deploy, test and refine complex oceanographic instrumentation for improving accuracy, precision and or efficiency of fisheries surveys. The contractor will be required to augment their DropTS, a deeply deployable multi-frequency echosounder and camera system and their FasTowCam systems, a high-speed depth-holding high-resolution camera and CTD sled, and design, construct and test a novel EchoTag, a micro echosounder for deployments on large marine mammals. The proposed contract is an upgrade to an existing oceanographic instrument which has proprietary control software that was designed, constructed and deployed by STS. The government intends to negotiate a firm fixed price contract with a period of performance anticipated to be 6 months, commencing at time of contract award. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a small purchase action estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number.
