Description
NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT. PURPOSE OF PROPOSED CONTRACT IS TO PROVIDE OPERATE A SONAR FOR THE NATIONAL MARINE FISHERIES SERVICE (NMFS). THE SONAR HAS BEEN UTILIZED FOR DECADES TO NON-INTRUSIVELY MEASURE FISH BIOMASS. THE DUAL FREQUENCY IDENTIFICATION SONAR (DIDSON) HAS BEEN THE MOST WIDELY APPLIED MULTIPLE BEAM TECHNOLOGY TO DATE FOR FISHERIES RESEARCH APPLICATIONS. A DIDSON IS CURRENTLY OPERATED IN THE SECESH RIVER OF IDAHO TO ENUMERATE ADULT SPRING/SUMMER CHINOOK SALMON. A COMPETING TECHNOLOGY, BLUEVIEW SONAR, BASED ON THE SAME MULTI-BEAM PROCESS, HAS RECENTLY BEEN DEVELOPED FOR FISHERIES APPLICATIONS. THE NEZ PERCE TRIBE WILL OPERATE AND MAINTAIN TWO IMAGING-SONA RUNITS. NMFS WILL PLACE A 900KHZ IMAGING-SONAR UNIT IN THE LOWER SECESH RIVER TO ASSESS THE FEASIBILITY OF COUNTING CHINOOK AND STEELHEAD SALMON USING SONAR. THE NEZ PERCE TRIBE CURRENTLY OWNS AND OPERATES THE DIDSON UNIT. IN ADDITION, ANY OTHER VENDOR WOULD HAVE TO NEGOTIATE ACCESS TO WEIR SITE SINE IT IS ON TRIBAL PROPERTY. FINALLY, THE NEZ PERCE TRIBE CONDUCTS OTHER SALMON RELATED RESEARCH IN THE AREA AND COLLABORATES WITH OTHER FISHERY MANAGEMENT AGENCIES. PERIOD OF PERFORMANCE IS DATE OF AWARD THROUGH 12/31/2008. THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. HOWEVER, ALL PROPOSALS RECEIVED WITHIN 15 DAYS AFTER DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000. THE WESTERN REGIONAL ACQUISITION DIVISION, REQUIRES THAT ALL CONTRACTORS DOING BUSINESS WITH THIS ACQUISITION OFFICE BE REGISTERED WITH THE CENTRAL CONTRACTOR REGISTRY (CCR) AS OF OCTOBER 1, 2003. AFTER THIS DATE, NO AWARD CAN BE MADE UNLESS THE VENDER IS REGISTERED IN CCR. FOR ADDITIONAL INFORMATION AND TO REGISTER IN CCR PLEASE ACCESS THE FOLLOWING WEB SITE: HTTP://WWW.CCR.GOV.
