Description
(1) INTRODUCTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and no other solicitation document will be issued. Request for Proposal (RFP) number HSCG23-07-R-2307TED232 is assigned for tracking purposes only. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-12. The U.S. Coast Guard C2CEN intends to award a Firm Fixed Price (FFP), Indefinite Delivery Requirements Contract for the purchase of Cutter Video Recording Systems (DVR Recorders). The U.S. Coast Guard anticipates purchasing multiple units over a 4 year period, the number of units will change to meet requirements at that time. The U.S. Coast Guard has a requirement for a professional quality digital video recording system hereafter referred to as the ?Cutter Video Recording System (CVRS), for use aboard cutters operating at sea. The primary use will be to record events including law enforcement boardings, search and rescue operations. The CVRS shall be a self contained PC-Based recording system capable of simultaneous recording eight separate NTSC video inputs. See section (3) for PRODUCT AND SERVICE DESCRIPTION. (2) SCHEDULE OF SERVICES: The following is the estimate number of systems anticipated over the 4 year period of this Requirements Contract. Please note this is an estimated number that does not bind the Coast Guard to commitment for Delivery Orders and quantities placed against the awarded contract. The primary use will be to record events including law enforcement boardings, search and rescue operations, The CVRS shall be a self contained PC-Based recording system capable of simultaneous recording eight separate NTSC video inputs. 1.2 The system shall include the following minimum standard features: 1.2.1 Graphical User Interface for all operator controls 1.2.2 MPEG-4 Compression 1.2.3 Multi-level user defined passwords for access control 1.2.4 Digital Watermark 1.2.5 Locking front panel to secure panel mounted controls and switches 1.2.6 Front Panel USB 2.0 ports 1.2.7 Rack mountable with hardware included (max 4U high; 19 inch rack width) 1.2.8 Ethernet / TCP/IP connection for local area network 1.2.9 Triplex Operation (Record, playback, live viewing) 1.2.10 Rear panel connections for separate customer provided KVM drawer. (NTI Rackmux 1024) 1.2.11 Internal DVD Recorder for video archival 1.2.12 Nominal video resolution of 640 x 480 or better for both record and playback 1.2.13 Looping video outputs with automatic or switch selectable termination 1.2.14 Non-proprietary operating system 1.2.15 Archive and export of video files viewable on readily available consumer grade DVD players. 1.2.16 Freeze Frame ? frame capture for still image. 1.2.17 Relay inputs for alarm control 1.2.18 Continuous status monitor or ?watchdog? to provide an alarm in the event of system malfunction Loss of video or hardware failure. 2.0 PHYSICAL / MECHANICAL REQUIREMENTS 2.1 Weight of the CVRS shall not exceed 60 lbs 2.2 The CVRS shall be designed to fit in a standard 19-inch equipment rack 2.3 Shall include appropriate rack mounting hardware 2.4 Shall operate within a temperature range of 0 to 50 degrees C 2.5 Shall operate in relative humidity up to 80 percent (non-condensing) 2.6 Shall have rear panel connections that include the following: 2.6.1 BNC Connectors for video inputs and loop outputs 2.6.2 6-pin mini DIN connectors for PS/2 mouse and keyboard connections 2.6.3 15 pin D-Type for SVGA connection 2.6.4 RJ-45 for TCP/IP LAN/WAN connection 2.6.5 USB (2) Connections for external storage devices 2.6.6 25 pin D Connector for printer port 2.6.7 Mounting stud or appropriate terminal for chassis ground connection 2.6.8 Terminal strip for alarm inputs and control outputs 2.7 Shall have front panel controls and indicators including: 2.7.1 Power switch, power and hard drive indicator LEDs and USB connections(2). 2.7.2 The front panel shall have a lockable hinged cover. 2.7.3 Two keys shall be provided with each recorder. 2.7.4 The DVD shall be accessible from the front panel. 3.0 RECORDING REQUIREMENTS The CVRS digital video recorder shall provide a professional quality, 8 channel recorder capable of storage and playback of images from 1 to 8 camera inputs. 3.1 RECORDING CAPABILITIES 3.1.1 The CVRS shall be capable of recording full-screen video images continuously, upon motion detection, or according to a time schedule selected by the operator. All recordings shall be made on internal hard drive(s). 3.1.2 The CVRS shall have the capability to simultaneously record, archive background images, and allow multiple user network viewing and playback with no loss of performance. 3.1.3 The CVRS shall support a maximum record rate of up to 30 FPS (frames per second) per channel (NTSC) or 50 FPS (PAL). 3.1.4 The CVRS shall provide record scheduling options, record rate and video resolution for each video channel. 3.1.4.1 The Standard FPS (30 FPS) shall be the default record rate for standard continuous recording however the recording rate and resolution shall be operator adjustable through a set-up menu. 3.1.4.2 The CVRS shall have the capability of adjusting the video capture rate and record rate independently for each channel. 3.1.4.3 The CVRS shall have the capability of adjusting the quality and resolution of each video channel. 3.1.4.4 The Event-triggered recording mode shall be the default record rate (30 FPS) upon motion or external alarm. 3.1.5 The CVRS shall contain a minimum of a 500 GB internal hard drive to record and store digital recordings. 3.1.5.1 The CVRS shall record to the internal hard drives on a ?first in, first out? sequence. 3.1.6 All recording to the hard disk shall have a digital signature or watermark applied at the source, with no loss of record performance. 3.1.6.1 The digital signature shall ensure the integrity of each image or sequence of images by imprinting the date, time and ID of the unit on which the images were recorded. 3.1.6.2 The digital watermark shall be applied to detect any tampering or alteration of the video files. 3.1.7 The CVRS shall have event partitioning to allow the user to define a separate area of disk space for protected storage of alarms and events. 3.1.7.1 The event partition area in Gigabytes shall be configurable by the installer and shall overwrite itself when full. 3.1.8 The CVRS shall have the capability to allow the user to provide customized site information including user defined CVRS name, location, software version, etc. 3.1.9 The CVRS shall have the ability to allow the user to provide a name, ID or label for each channel identifying camera location or video source. This label shall be part of the recorded image. 3.2 AUDIO 3.2.1 The CVRS shall support simultaneous audio recording and playback on a single channel in real time. 3.3 REALTIME MONITOR VIEWING 3.3.1 The CVRS shall provide operator selectable full screen and multi image real time viewing of video sources. 3.3.2 The CVRS main monitor will be a customer provided rack mounted Keyboard, Video Monitors (KVM) device. The CVRS shall also provide a separate RCA type connector on the rear panel for a separate spot CCTV monitor. 3.3.3 The CVRS shall have Picture-in-picture capability. 3.3.4 The CVRS shall have an electronic zoom and freeze frame functions. 3.4 MULTIPLEXING 3.4.1 The CVRS shall be capable of triplex operation including recording, playback and display of live video simultaneously without system degradation. 3.5 SEARCH AND PLAYBACK 3.5.1 The CVRS shall have an on screen graphical interface (GUI) for search and playback functions including: 3.5.1.1 On screen one button playback and play controls 3.5.1.2 Frame advance/rewind, fast picture search, Index search, rewind and pause keys 3.5.1.3 Manual control of playback speed 3.5.1.4 Object Search 3.5.1.5 Index control function selectors for hour and minute search. 3.5.1.6 Screen division selector buttons 3.5.1.7 Video brightness adjustment 3.6 VIDEO MOTION DETECTION 3.6.1 The CVRS shall provide the ability to designate motion areas for recording purposes. Motion detected in the defined area shall initiate the record function at the default record speed and resolution. 3.6.2 The CVRS shall provide the ability to define the number and size of the motion area. 3.6.3 The CVRS shall have the ability to trigger an external alarm and play an internal sound file on detection of motion in the designated motion area.. 3.7 SCHEDULING 3.7.1 The CVRS shall be user-programmable to define the desired record schedule. 3.7.2The CVRS shall provide the capability to define the recording schedule for each channel independently. 3.7.3One touch recording mode controls shall be included for ?no recording?, ?continuous recording?, and ?motion recording?. 3.8 ARCHIVING 3.8.1The CVRS shall provide the software and hardware to archive video footage onto an internal DVD recorder and other external media via the front and rear mounted USB ports. 3.8.1.1 The CVRS shall be capable of continuous recording to internal hard drives while archiving to the internal DVD drive or external device. 3.8.1.2 The CVRS shall include the digital signature / watermark on images sent to internal and external storage devices. 3.8.1.3 The internal DVD recorder shall use standard media for archival purposes. 3.8.1.4 Archived video footage shall be playable on a commercially available DVD player or suitably equipped personal computer. 3.9 COMMUNICATIONS AND NETWORKING 3.9.1 The CVRS shall have a standard 10BASE-T Ethernet connection. 3.9.1.1 The Ethernet connection shall allow live and recorded viewing on a networked PC using the included vendor supplied remote access software or via web pages over a standard Internet browser. 3.1.9.2 The remote access software shall include the capabilities of: 3.1.9.2.1Live full and quad screens of all cameras 3.1.9.2.2Full control of all cameras and CVRS functions 3.1.9.2.3User-defined copies of digitally signed images over the network 3.1.9.3 The CVRS shall have a RS-232 serial port. 3.1.9.4 The CVRS shall have a 1x Ethernet RJ-45, 10BASE-T connection. 3.1.9.5 The CVRS shall have a RS-485 serial port for connecting to optional PTZ equipment. 3.10 FILE EXPORT 3.10.1 The CVRS shall support file export of digitally signed images over the network and to external storage devices 3.11 ADDITIONAL FUNCTIONALITY 3.11.1The CVRS shall maintain all user-defined programming in the event of power loss or power down. 3.11.2The CVRS shall auto-detect connected cameras and begin recording automatically upon power-up. 3.11.3The CVRS shall provide on-screen indication on the main monitor if power or video capability is lost from any or all cameras. 3.11.4The CVRS shall feature time-base correction to eliminate the requirement for external camera synchronization. 3.11.5 The CVRS shall have software-controlled color and contrast adjustment for each camera. 3.11.6 The CVRS shall include protocols for recommended Pan/Tilt/Zoom dome cameras. 3.11.7 The CVRS shall provide a user-friendly, paged menu system that is controlled from he customer supplied KVM device connected to the rear panel of the CVRS equipment. 3.11.8 The color resolution shall have 16.8 million colors with 256 levels of gray, and eight-bit luma. 3.12 ACCESSORIES kit 3.12.1The CVRS shall be provided with the following minimum accessories: 3.12.1.1 Operators manual 3.12.1.2 Rack mount attachments and Mounting Hardware 3.12.1.3 Software bundle including recovery and system restoration 3.12.1.4 Software with user documentation, training. 3.12.1.5 Power Cord 3.13 WARRANTY 3.13.1The CVRS shall be provided with a one year warranty from date of delivery. The vendor may offer pricing for additional option years up to five year from date of delivery in one year increments. Or as a 5 year warranty 4) Delivery or Performance-Period Requirements The performance period will be a base ordering period and 3 options for a total of 4 years. This will be a Firm Fixed Price Indefinite Delivery Requirements Contract. Awarded contract line items will be procured through issuance of individual delivery orders with expected delivery between 60 to 90 days. The North American Industry Classification System (NAICS) code is 518210 and the small business size standard is 23M. This is a 100% Total Small Business Set-Aside. Desired delivery is 60 days after receipt of delivery order. Required delivery is 90 days after receipt of delivery order. Anticipated award date is 09/01/07. This date is approximate and not exact.
