- REQUEST FOR INFORMATION FOR INTERNATIONAL TREATIES AND AGREEMENTS SUPPORT The Air Force requires a broad range of technical, programmatic, and planning support; policy and doctrine analysis and development; quick response research; and special studies to support AF/A5XP arms control, counter-proliferation, and foreign clearance program mission requirements. The Air Force further requires assistance in coordination of these efforts with applicable offices throughout OSD, Joint Staff, Air Staff, MAJCOMs, Combatant Commands, other Services, Departments, allies, and industry. In support of Special Access Programs (SAP), the Air Force requires a broad range of technical, programmatic, and planning support; policy and doctrine analysis and development; quick response research; and special studies as directed by AFOSI Region 7 to support arms control treaties and agreements requirements levied by HQ USAF/A3SPI or SAF/AAZ in their support to the Department of the Air Force, MAJCOMs, Joint Staff, and the Office of the Secretary of Defense (OSD). In addition, the Air Force requires consultation services to identify and develop emerging operational and policy issues and initiatives associated with A5XP?s strategic plans and policy mission. Information is being gathered to determine if more than one supplier has the capability to fully meet the Government?s stated requirements. All responses should be submitted to Ms. Charlotte L. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This request is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the Government will contract for the items contained in the RFI. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. The purpose of this RFI is to receive feedback from industry in regard to the following and is in support of market research. In support of the Air Force Arms Control Program, contractors must demonstrate they have extensive experience and exceptional past performance in the areas of arms control and treaty implementation and compliance. The Air Force has special interest in support to the following treaties: START, SORT (Moscow Treaty), Open Skies, Strengthened Nuclear Safeguards, FMCT, NPT, BWC, CFE, and CWC. In addition to treaty expertise, contractors must also provide support for the Program Element Monitor; information technology systems; education and training; legislative analysis; and seminar, workshop, and conferences. In support of SAPs, contractors must provide security analytical support to address various treaties and conventions, which contain potential vulnerabilities that could be used by opponents to exploit and deter program objectives and identify and support locations that may require special assistance in complying with treaties and conventions. In support of the Air Force Counter-proliferation Program, contractors must demonstrate they have extensive experience and exceptional past performance in the areas of combating weapons of mass destruction (CWMD), counter-proliferation (CP), and counter-chemical, biological, radiological, and nuclear (C-CBRN) operations. One of A5XP?s missions is to develop, validate, and implement an operationally-focused Air Force C-CBRN Concept of Operations (CONOPS), as well as C-CBRN policy, doctrine, standards, procedures, education, training, & exercise (ETE) products, and assessments supporting the full spectrum of combating WMD activities. Other tasks, as integral parts of this mission include but are not limited to: integrating, synchronizing, and institutionalizing Air Force C-CBRN operations through development, management, execution, and implementation of the Air Force C-CBRN Master Plan and its associated Define, Organize, Train, and Equip Roadmaps; interfacing with DoD and non-DoD institutions to promote research, testing and education in the areas of CP and C-CBRN operations; approving and establishing Air Force operational requirements for combating weapons of mass destruction and representing the Air Force in all Joint/Service requirements and acquisition forums that consider current and future CP and C-CBRN programs; and managing CP and C-CBRN resources directly supporting Air Force major commands (MAJCOMs) and other agencies at various worldwide locations. In support of the Department of Defense Foreign Clearance Program, contractors must demonstrate they have extensive experience and exceptional past performance in drafting, editing, and maintaining the Foreign Clearance Guide. In addition, the contractor must be able to provide information technology support for the Automated Processing and Clearance System and provide technical expertise in the ingress and egress procedures for United States personnel and air-/land-/and seacraft into and out of foreign nations. The critical competency required for this effort is the demonstrable capability to provide expertise and support across the full spectrum of programs. Respondents to this RFI should provide a brief qualifications and capability package (not to exceed 10 pages). Also include information such as: Company name, address, email, telephone number, points of contact, CAGE code, size of business pursuant to North American Industrial Classification System (NAICS) and respond to the following questions: (1) Is your business a large or small business? (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and whether your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a certified "hub zone" firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran-Owned? To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. This is an RFI only and all information received will be for marketing purposes.
