Description
This is a SOURCES SOUGHT SYNOPSIS for planning purposes only for two firm fixed price construction contracts. No proposals are being requested or accepted with this synopsis. The U.S. Air Force Academy (USAFA) is seeking potential sources. There is no solicitation available at this time. The projects are currently identified as a Straddle 2 (fill or kill) and are unfunded requirements. The government may fund one, both, or neither. This possible requirement requires the contractor to furnish all management, supervision, labor, materials, equipment and incidentals required for 2 Projects: Upgrade of a freight elevator in Fairchild Hall and Elevator #3 in Sijan Hall on the U.S. Air Force Academy. The following is a brief description of the work requirements for this contract: Project 1: Upgrade Freight Elevator E6C in Fairchild Hall. Upgrades shall consist of replacement of elevator controllers, door controllers, relays, generators, drives, car slings, hoist ropes, governor ropes, governor tail sheaves, bearings, replacement of hoistway doors, car doors, car gates, door operators, ceilings, ceiling panels, car light fixtures, firefighters service Phase I and II, floor, handrails, exhaust fan, emergency telephone communication system, emergency lighting system, power pack, emergency light fixtures, remote light fixtures, car and counterweight guides and guide shoes, car guide rails, hoistway frames, door rollers, hanger track, car operating panel, emergency stop switch, emergency signal, hall call station, audible signals, direction arrows, safety edge, and all equipment related to the proper operation and safety of the elevator, and car frame. Upgrades Inside the Car. The contractor shall reuse the cab shell and walls. Replacements shall include all areas inside of car such as door reopening devices, stop switches, operating control devices, sills and car flooring, car lighting, car emergency signals, car door and gates, door closing force, power closing of doors and gates, power opening of doors and gates, car vision panels, car doors, car enclosures, emergency exits, ventilation, signs and operating devices, symbols, data plates, standby power operation, restricted opening of car and hoistway doors, and car ride. Upgrades in Machine Room. Replacements to machine room equipment shall include lighting and receptacles, pipes, wiring, ducts, guards for exposed auxiliary equipment, numbering of elevator, machine, mainline disconnect switch, controller wiring, fuses, grounding, and static control. The contractor shall rebuild the geared machine versus replacement. The contractor shall make upgrades to AC drive from a DC source, traction sheaves, secondary and deflector sheaves, rope fastenings, terminal stopping devices, governor, overspeed switch, and seal. Upgrades to Top of Car. Replacements on top of car shall include car and counterweight safety code data plates, top of car stop switch, car top light and outlet, top of car operating device, car overhead and deflector sheaves, normal terminal stopping device, final terminal stopping devices, crosshead data plate, top emergency exit, counterweight and counterweight buffer, counterweight safety, emergency identification numbering, traveling cables and junction boxes, door and gate equipment, car frame and stiles, guide rails, guide rail fastening and equipment, governor rope, and governor. Repairs outside of hoistway shall include car platform guard, hoistway doors, vision panels, and hoistway door locking device. Upgrades in the Elevator Pit. The contractor shall make upgrades to include pit access, lighting and stop switch, bottom clearance and runby of elevator, car and counterweight buffer, final terminal stopping device, normal terminal stopping device, traveling cables, governor rope tension device, car safety and guiding member. The use of proprietary equipment such as controllers, door controllers, door openers, etc. shall not be permitted for use on upgrades of freight Elevator E6C. Generic type of equipment shall be substituted in place of proprietary equipment and submitted for approval. Project 2: Upgrade Elevator # 3 in Sijan Hall. Upgrades shall consist of replacement of elevator controller, (insuring new controller is installed 12 ? above floor level), wiring to controllers and to fixtures, hoist ropes, sheaves, replacement of hoistway doors, to include door hangers, rollers, car sill , door operator, exhaust fan and the existing tile floor with diamond plate flooring. The machine and motor require rebuilding, the main line disconnect requires relocation in order to comply with the current National Electrical Code. In addition, the car buffers require recertification and appropriate certification tagging. Upgrades Inside the Car. The contractor shall reuse the cab shell and walls. Car sill, car flooring and ventilation shall be replaced. Upgrades in Machine Room. Upgrades in the machine room shall include the replacement of wiring to the controller, the rebuilding of the geared machine and motor versus replacement, and the relocation of the main line electrical disconnect. Upgrades to Top of Car. The door operator on top of car shall be replaced. Upgrades in Hoistway. The hoistway doors, including door hangers, rollers and all other related door equipment, shall be replaced. The contractor shall replace the two overhead deflector sheaves. The contractor shall perform inspections and tests as required by current editions of ANSI/ASME A17.1 "Safety Code for Elevators and Escalators", ANSI/ASME A17.2 "Handbook for Elevators, Escalators, and Moving Walks", ANSI/ASME A17.2.1 "Inspector's Manual for Elevators and Escalators", ANSI/ASME A17.2.2 ?Inspector?s Manual for Hydraulic Elevator?, ANSI/ASME A17.2.3 ?Inspector?s Manual for Escalators and Moving Walks?, ANSI/ASME A17.3 "Existing Elevators and Escalators, Safety Code", and ANSI/ASME A17.5, "Elevator and Escalator Electrical Equipment" on systems covered under this contract including various inspections and tests that are required after accomplishment of certain repairs, replacement, major overhauls, upgrades and renovations of systems equipment in the presence of an independent Certified Elevator Inspector. The North American Industry Classification System (NAICS) Code applicable to this acquisition is 238990, All Other Specialty Trade Contractors with a size standard of $13 million. Contract Type: Firm-fixed priced construction contract. The magnitude of the proposed requirement for both projects would be between $100,000.00 and $250,000.00 combined. Interested and qualified sources are required to provide the following information no later than 20 July 2007 (3:00 PM Mountain Time): (1) Company name, address, point of contact, telephone number, and email address; (2) Type of business, i.e. 8(a), HUBZone, SDVOSB under the NAICS code 238990; (3) Date of 8(a), HUBZone and/or SDVOSB certification and Offerors's Business Size; (4) Letter from bonding agency providing proof of capability to be bonded (bid, performance, and payment). Letter should indicate that your company shall be capable of securing sufficient bonding for at least $250,000.00; (8) Offeror's capability to perform a contract of this magnitude and complexity. Provide a list of ALL RELEVANT projects (projects of a similar size and scope of the proposed project are considered relevant), either Government or commercial, performed within the last three years with a brief description of the project; contract number, project title, dollar amount, timeliness of performance; customer satisfaction. Include your customer's name (vendor), address, telephone number, email address, and points of contact with their phone numbers. Indicate if you were the prime or subcontractor, and, if you were a subcontractor, provide the name and point of contact for the prime contractor. Include percentage of self-performed work, how the work was accomplished, and the performance rating for the work. All of the above information should be submitted in sufficient detail for a decision to be made on the availability of interested sources. Responses shall be limited to 5 pages. Proprietary information should be marked PROPRIETARY INFORMATION. Failure to submit all information by the submission due date and time will result in a contractor being considered not interested in this requirement. A decision on how this requirement will be pursued will be posted as a pre-solicitation synopsis in the Federal Business Opportunities (FedBizOps) website. In accordance with DFARS 252.204-7004, contractors must be registered in the Central Contractor Registration (CCR) prior to award of solicitations issued after 31 May 1998.
