Description
This amendment is to replace Reference number F3N7A07151A002 with reference number F3N7A07173A001. NOTE: In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. Obtaining a license or permission to operate your company in Spain may be a long process; therefore, any company anticipating interest in future projects should immediately begin the processes that will be required, by contacting the Delegation of Industry. They have two offices; one in the Madrid province and one in the Andalucia province. The telephone numbers are: 011 34 91 580 2100 (Madrid) and 011 34 95 507 8620 for Andalucia. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is unrestricted. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12, effective 4 Aug 06. Description of Work: the contractor shall provide all management, tools, equipment and labor necessary to repair Water Tank Security in three facilities at Mor?n Air Base, Spain in accordance with this notice, the SF 1449 and the Technical Provisions and Specifications. Summary of Items- The work includes the following items: a.Building no. 40: (1). Install metal grille and screen mesh on windows. (2). Install metal gate and screen mesh at the chlorine cylinder room entrance. (3). Install metal grille and screen mesh on screen concrete masonry unit wall. (4). Paint metal gate and grille. (5). Install security lights. (6). Final cleaning. (7). Delivery of As-Built drawings. b. Building no. 45: (1). Install metal grille and screen mesh on windows. (2). Install metal gate and screen mesh at the chlorine cylinder room entrance. (3). Install metal grille and screen mesh on screen concrete masonry unit wall. (4). Paint metal gate and grille. (5). Install security lights. (6). Final cleaning. (7). Delivery of As-Built drawings. c. Building no. 55: (1). Install metal grille and screen mesh on windows. (2). Install metal gate and screen mesh at the chlorine cylinder room entrance. (3). Install metal grille and screen mesh on screen concrete masonry unit wall. (4). Paint metal gate, grille, and other metal materials. (5). Remove the galvanized pipe connecting the chlorine pump located at the pump room and the valve installed before the water pipe coming from the well (6). Remove the chlorine injection point. (7). Remove the pressure gauge. (8). Remove the polyethylene pipe connecting the chlorine cylinder and the chlorine injection point. (9). Relocate the chlorine cylinder. (10). Install a new galvanized pipe connecting the chlorine pump and the valve installed before the water pipe coming from the well and crossing the chlorine room. (11). Reinstall the pressure gauge on the new galvanized pipe at the pump room. (12). Reinstall the chlorine injection point on the new galvanized pipe at the chlorine room. (13). Reinstall the polyethylene pipe connecting the chlorine cylinder and the relocated chlorine injection point. (14). Relocate the chlorine injection system. (15). Install security lights. (16). Final cleaning. (17). Delivery of As-Built drawings. d. Building no. 215: (1). Install metal grille and screen mesh on window. (2). Replace existing frame and door with a metal frame and door. (3). Replace existing motor well access hatch located at the roof of the building with a galvanized hinged lid. (4). Paint door, grilles and other metal materials. (5). Install security lights. (6). Final cleaning. (7). Delivery of As-Built drawings. e. Building no. 901: (1). Install metal grille and screen mesh on window. (2). Replace existing frame and door with a metal frame and door. (3). Replace existing motor well access hatch located at the roof of the building with a galvanized hinged lid. (4). Paint door, grilles and other metal materials. (5). Install security lights. (6). Final cleaning. (7). Delivery of As-Built drawings. It is highly recommended that you register to be notified of any new postings for this combined synopsis/solicitation. However, the notification of changes that result from registration is only a service and any failure of the service to notify you of changes cannot be used against the Government. Therefore, you should check FedBizOps, www.fbo.gov , frequently for any new postings that may have been made. In order to be awarded a contract by the U.S. Government, the company must have a Data Universal Numbering System (DUNS) Number. If you do not have one, it is suggested that you contact Dun and Bradstreet and request one by calling: 902-44-66-88. Failure to have a DUNS number at the time of award may delay the award and depending on the criticality of the project, may be cause to award to the next qualified best value offeror who has a DUNS number. All contractors are advised that they should be registered in the Central Contractor Registry (CCR), contracts cannot be awarded to unregistered contractors. Registration can be made on line at www.ccr.gov NOTE: you must have a DUNS number and a NATO Commercial and Government Entity (NCAGE) Code to register. You can obtain a NATO CAGE code by filling out the form found in: http://www.dlis.dla.mil/Forms/Form_AC135.asp However, do not delay submitting your proposal pending receipt of a DUNS number or CAGE code. A Pre-proposal site visit is scheduled for 20 July 2007 at 10:00 AM (local, Mor?n AB time) in the Contracting Office,Bldg 106, Moron Air Base, Sevilla, Spain.
