Description
The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement to determine the availability of Bullet Trap systems. The Bullet Trap systems will be used at the Massachusetts Military Reservation (MMR) at Camp Ed wards. MMR is a 22,000-acre facility located on Cape Cod, Massachusetts. MMR sits on top of an EPA designated sole source drinking water aquifer for Cape Cod. The Massachusetts Army National Guard (MAARNG) is responsible for training operations at Camp Edwards. Primary training facilities are Small Arms Ranges (SAR) used for training and qualification in basic infantry skills with small arms weapons. The MAARNG is committed to ensuring that training activities at Camp Edwards are protective of the envi ronment. The following features are required for the Bullet Trap system proposed for use at MMR: 1) Provide a bullet trap system that uses granular rubber media to decelerate and stop bullets up to 50 caliber in size; 2) Provide a trap that isolates bul lets from the environment once inside the trap; 3) Provide a trap with a top self healing membrane over the granular rubber to prevent precipitation from entering the trap and mixing with bullets. Self healing meaning that bullet penetration will not ca use a permanent hole in the material; 4) Provide a trap with an impermeable bottom liner installed below the granular rubber and a water collection reservoir to contain any water that possibly does get inside the trap. The reservoir should allow for sampl ing of the collected water for proper disposal; 5) Provide a trap that allows the use of tracer rounds with the trap; 6) Provide a trap that prevent ricochets; 7) Provide a trap that includes a system to eliminate precipitation from entering the trap; 8) P rovide trap that controls precipitation if it enters the trap. The proposed Bullet Trap must also meet the following environmental compliance requirements: a) Demonstrate/validate that the trap can gain stakeholder concurrence Stakeholders include the MA Department of Environmental Protection, EPA Region I, MAARNG, Camp Edwards and National Defense Center for Environmental Excellence (NDCEE); b) Documented field demonstration/validation that systems is protective of a sole source aquifer in accordance wit h all federal and state of MA environmental rules, regulations and laws; c) Documented field demonstration/validation, under field conditions comparable to those at the MA Military Reservation (MMR), Cape Cod, MA (e.g. sole source drinking water aquifer re gulated by the Safe Drinking Water Act (SDWA)), and in accordance with regulatory drivers unique to MMR (SDWA sole source aquifer), that system eliminates environmental and health and safety issues due to ricochets, fragmentation, and/or splattering in acc ordance with all applicable Federal and State of MA environmental rules, regulations and laws; d) Demonstrate/validate that system has passed Toxicity, Characteristic & Leachate Process (TCLP); e) Demonstrate/validate that the system provides 100% control of lead dust; f) Demonstrate/validate that trap does not allow lead to leach out over time. Interested contractors/firms responding to this market survey shall submit the above listed information as well as the following information: Business classificat ion size (e.g. large, small, 8(a), etc.); statement of capabilities - contractor/firm must demonstrate the bullet trap meets the above listed requirements and must demonstrate successful installation/use in at 2 different locations over the last 5 years. Submission should not exceed 25 pages (provide 2 copies). Responses are due July 18, 2007. All questions regarding this sources sought announcement should be directed to the identified point of contact. The Government will not pay for any material provi ded in response to this market survey nor return the data provided. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
