- This is a SOURCES SOUGHT SYNOPSIS. No proposals are being requested or accepted with this synopsis. The U.S. Army Corps of Engineers Fort Worth District has been tasked to solicit for and award the project, as identified below, at Fort Sam Hous ton, San Antonio, TX. Fort Sam Houston is a secure post with controlled access. The proposed construction project will be a Firm Fixed Price contract. The project will be 100% designed. The solicitation will be issued as a Request For Proposal with the contract awarded based on a Best Value evaluation of contractor qualifications and prices. The intent is to issue a solicitation with open competition restricted to 8(a) businesses. The type of solicitation to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of contractors. The estimated magnitude this project is between $1,000,000.00 and $5,000,000.00. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 236220, Commercial and Institutional Building Construction. Small Business Siz e Standard for this acquisition is $31 million. Federal Supply Code is Y119 Other Administrative and Services Buildings. Under Federal Acquisition Regulation (FAR) guidelines, the prime contractor must have the capability to perform at least 15% of the c ontract work with his or her own employees. Prior Government contract work is not required for submitting a response under the sources sought synopsis. The anticipated solicitation issuance date is on or about 15 Nov 2007 and the estimated proposal due date will be on or about 15 Dec 07. Award is anticipated in January 2008. Construction duration is limited to 270 calendar days. The project includes construction of the METC Headquarters Administration Building. The building will be a 2-story approximately 23,000 square feet facility to house roughly 82 personnel and includes both private as well as open office space, conference r ooms with Video Teleconferencing Capability (VTC), fire protection sprinkler throughout, an elevator (for handicap access), and restrooms and will be telephone and computer communication ready. The building consists of a steel frame structure with hardene d exterior surface (stucco), ribbed and/or tensioned structural slab on grade, elevated cast-in-place concrete floor on metal deck over open web joists, interior metal stud partition walls and a low slope roof. The construction site is located on and adja cent to an existing parking lot at the corner of Patch Road and Harney Road. Site work includes new asphalt pavement, site lighting and restoration of all disturbed areas. The site will require continued adjacent vehicular access with the preservation of as much as the existing parking space as possible. Offerors response to this Synopsis shall be limited to 5 pages and shall include the following information: Offerors name, address, point of contact, phone number, and e-mail address; Offerors interest in bidding on the solicitation when it is issued; Offerors capability to perform a contract of this magnitude and complexity in the short construction duration ; comparable work performed within the past 5 years brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project); Offerors Business Size (Whether HUB Zone, Service Disabled Veteran O wned Small Business, or 8(a); and Offerors Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). Minimum bonding capacity of $5,000,000.00 is required.
