- The Bureau of Reclamation, Upper Colorado Region in Salt Lake City, Utah plans on awarding a sole source contract to the Regents of the University of Colorado, 3100 Marine St., Boulder, CO 80309-0379, for the purpose of Support and Development of Hydrologic Database (HDB) for the Center for Advanced Decision Support for Water and Environmental Systems, utilizing FAR Part 15. The services to be obtained are (1) Providing ongoing technical support Upper Colorado Region users of HDB as needed through implementation of the Calculation Application; (2) At direction of Upper Colorado Region staff, will perform necessary steps to deactivate Derivation Application and implement Calculation Application to replace functionality of the derivation Application; (3) Assist Upper Colorado Region staff in the development of specific algorithm JAVA to support the full implementation of the Calculation Application; (4) Participate in needs analysis, design, implementation and deployment of the evaluation functionality in HDB; (5) Develop further improvements to HDB as agreed upon by CADSWES and the Upper Colorado Region; (6) Provide support to the HDB team in the form of mailing lists and web-based collaborative software; and (7) Periodic progress reports. The location of the work is the Upper Colorado region, Salt Lake City, Utah. Information regarding the HDB can be found at http://cadswes-colorado.edu/hydrodb.com. The work will be performed under NAICS Code 541511. The solicitation will be issued approximately July 30, 2007. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responses received with 14 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any challenge to the sole source must be submitted in writing, include technical literature and pricing information to Ms. Pat Postell, Contracting Officer by August 30, 2007.
