Description
CONTRACT INFORMATION: The Department of the Interior - Yellowstone National Park Service intends to issue a Request for Proposal (RFP) for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to support management and facilitation services. The solicitation will adhere to the format defined in FAR Part 12, Acquisition of Commercial Items, and Part 15, Contracting by Negotiation. The Contracting Officer contemplates award of one or more Indefinite Delivery Indefinite Quantity (IDIQ) firm fixed price contracts pursuant to the solicitation. For determination of size standards, please use North American Industry Classification System (NAICS) 541611, Administration Management and General Management Consulting Services. The Department of the Interior - Yellowstone National Park Service has a need for and/or consultant(s) to work with the Park's Senior Management to assist in adapting on-going park management strategies to address budget, organizational, and operational challenges, including implementation of efficiencies and organizational realignment consistent with the National Park Service Core Operations Analysis, begun back in 2005. The contractor shall provide all service and materials to facilitate Focus Day meetings and other meetings/consultations as provided in the Statement of Work. The actual dates and times will be identified in the solicitation. Anticipated Base Period is October 1, 2007 - September 30, 2008 with a possibility of 4 (four) Option Year(s), subject to availability of funding for each Fiscal Year. Anticipated Solicitation date is July 27, 2007. Interested offerors must be registered in the Central Contractor Registration (CCR) database. Place of Contract Performance: Mammoth Hot Springs, WY and/or within the Yellowstone National Park area. This requirement will be 100% set aside for Small Business firms. EVALUATION FACTORS: The Government will use the tradeoff process, as defined in Part 15 of the Federal Acquisition Regulations, for evaluation of proposals and contract award. Relative Importance of Evaluation Factors: a) All evaluation factors other than price, when combined, are significantly more important than price. The Government may elect to accept other than the lowest priced proposal when the perceived benefits of a higher priced proposal merit the additional cost. b) Non-price factors will be listed in descending order of importance. c) Technical qualifications, as determined by rating against the non-price evaluation factors will be included within the solicitation and clearly defined.
