Description
The Naval Air Systems Command (NAVAIR) is announcing its intent to conduct a full and open competition for Increment 1 (Sea based) Joint Precision and Approach Landing System (JPALS) for System Development and Demonstration (SDD). JPALS is a Global Positioning System (GPS)-based precision approach and landing system that will replace several aging and obsolete aircraft landing systems with a family of systems that are more affordable, function in more operational environments, and support all Department of Defense (DoD) Land and Sea Based applications. The program is scheduled for a Milestone B decision in the 2nd Quarter of Fiscal Year (FY) 2008 with Sea Based JPALS (Increment 1) Initial Operational Capability (IOC) planned for FY14. An updated draft Request for Proposals (RFP) will be posted to http://www.navair.navy.mil/doing_business/open_solicitations/ and the JPALS website at http://pma213.navair.navy.mil/systems/jpals.htm on or about 13 July 2007. A username and password is required to access the JPALS website. Interested parties can view/download the Draft RFP N00019-07-R-0044 including its attachments: SOO, DD254, GFI List, Section L cost attachments, and Exhibit A (CDRL master list, CDRLs and Supplement 1). The SRD Rev. 5 and the JPALS Security Classification Guide is available at the JPALS website or you may request a copy by contacting the contract specialist, Mr. John R. Tomechko at the email or telephone number referenced below. It is anticipated that the final RFP will be released during the week of 23 July 2007. Once the final RFP is released, proposals will be due in 45 calendar days. Contract award is anticipated in the second quarter of Fiscal Year (FY) 2008.
