- The Naval Surface Warfare Center Panama City, 110 Vernon Avenue, Panama City, Florida 32407-7001, intends to issue a modification to contract N61331-06-C-0023 ArmorWorks LLC of Tempe, AZ 85283 to increase the quantity of light weight armor panels by 430 panels for the Landing Craft Air Cushion (LCAC). This requirement is not suitable for full and open competition for the following reasons. Contract N61331-06-C-0023 was competitively awarded on a best value basis with one of the factors being an initial sample that could pass independently conducted ballistic tests. Subsequently ArmorWorks developed and delivered a first article that was extensively tested by the Government. This item passed this series of tests and the final configuration of the panels has been established. Use of any other source would require retesting, duplication of cost in an amount estimated at $200,000 that could not be recovered through competition, and an unacceptable delay in the LCAC armo r panel program. Therefore it is in the Governments best interest to acquire the additional panels from ArmorWorks. Delivery will be to the Naval Surface Warfare Center Panama City, 110 Vernon Ave, Panama City, FL 32407-7001. NAICS Code 336992 applies. SBA Size Standard is 1000 employees
